Recommendation
Adopt a resolution Calling and Giving Notice of a General Municipal Election to be held on Tuesday, November 3, 2026 for the purpose of electing one Councilmember from District 1 and one Councilmember from District 3; requesting that the Napa County Board of Supervisors consolidate the General Municipal Election with the Statewide General Election, and requesting that the Napa County Registrar of Voters render specified services to the City relating to the conduct of the General Municipal Election.

DISCUSSION:
The 2026 City of Napa General Municipal Election will be held on Tuesday, November 3, 2026 for the purpose of electing one Councilmember each from Districts 1 and 3.
On March 8, 2022, after completing the redistricting process for the 2020 Federal Decennial Census, City Council adopted Ordinance O2022-005 (see Attachment 2), re-adopting the district map that was originally established when the City moved to district-based elections in 2020.
As set forth in that ordinance, each Councilmember will be elected by voters to a four-year term in the district in which the Councilmember resides. The district boundaries for the four districts are identified on the attached ordinance. The recommended resolution provides notice of calling the General Municipal Election to be held on November 3, 2026, requests the Napa County Board of Supervisors consolidate the City’s General Municipal Election with the Statewide Election, and provides authority for the City Clerk to enter into contracts necessary for election supplies and services.
Once approved, the City Clerk will file the resolution with the Napa County Elections Official and the Clerk of the Board of Supervisors for placement on the appropriate Board of Supervisor’s Regular Meeting Agenda.
FINANCIAL IMPACTS:
The costs to consolidate the General Municipal Election with the General Election will be reimbursed to Napa County Elections Division after the final election results are confirmed and certified. Estimated costs for the 2026 election have been budgeted.
CEQA:
The City Clerk has determined that the recommended action described in this agenda report is not subject to CEQA, pursuant to CEQA Guidelines Section 15060(c).
