DISCUSSION:
At the January 21, 2025 City Council meeting, the City Council heard a report from the Chief of Police on community concerns on immigration and law enforcement’s response protocol when interacting with Federal agencies. During the discussion, the Council indicated they would like to ensure that the City was demonstrating its support for all members of our community and working to build trust among historically marginalized communities.
The City of Napa has previously adopted a resolution affirming that discrimination and systemic racism is a public health crisis that results in disparities in family stability, health and mental wellness, education, employment, economic development, public safety, criminal justice experience and housing. Additionally, the City has taken steps to implement a multi-year, mandatory training for all employees to include the topics of implicit bias, cultural awareness, and racial justice among other topics. This has been undertaken to ensure that the City workforce has awareness and we can provide greater access to government, equity and inclusion to all members of the community.
In response to the Council’s recent request, City staff is recommending a proclamation of support for historically marginalized communities.

The City Manager has determined that the Recommended Action described in this Agenda Report is not subject to CEQA, pursuant to CEQA Guidelines Section 15060 (c).
