Approve and authorize the Public Works Director to execute on behalf of the City a contract with Mark Thomas & Co. for professional civil engineering design services for the development of plans, specifications, and estimates and preliminary right-of-way work for the Five-Way Intersection Project, in an amount not to exceed $3,264,933.23.

DISCUSSION:

The Five-Way Intersection Project (Project) will provide multi-modal transportation improvements at the intersection of Silverado Trail (SR 121), Third Street, Coombsville Road, and East Avenue.  The Project is included in the City’s current and previous General Plans.  The Project will improve both traffic safety and traffic flow through the intersection.  The first Project work began more than a decade ago and robust community engagement was conducted as part of the process to identify Project alternatives.  

 

On June 6, 2023, Council authorized the Public Works Director to enter into a cooperative agreement with Caltrans for the Project Approval and Environmental Document (PA&ED) and Plans, Specifications, and Estimates (PS&E) phases.  The approval of the cooperative agreement initiated the detailed project development steps to complete the work to prepare the Project for construction.   

 

City entered into an agreement with GHD, Inc., in January 2024, to complete the PA&ED phase, which is expected to be completed by March 2026.  This current phase underway will complete the California Environmental Quality Act (CEQA) and National Environmental Protection Act (NEPA) review and documentation.  The draft CEQA/NEPA document is anticipated to be released by September 2025 for public review and commenting.  

 

In parallel to the PA&ED work in progress, the City issued a Request for Proposals (RFP) on April 29, 2025, to select a team to develop PS&E and preliminary right-of-way technical work. Proposals were submitted by Mark Thomas & Co., Parsons Transportation Group, Inc., and WMH Corporation. After scoring and interviewing all consultants, Mark Thomas & Co. was selected by the Public Works Director, with advice from the City’s selection committee, including representatives from the Napa Valley Transportation Authority (NVTA) and Caltrans, as the most appropriate for the services requested. Mark Thomas & Co. has a proven record in the delivery of similar projects.

 

The proposed contract will provide professional civil engineering design services for the development of plans, specifications, and estimates and preliminary right-of-way work for the Project, in an amount not to exceed $3,264,933.23.  The work is anticipated to take over two years, with the goal of being ready to obligate construction funds by June 2028.  However, the schedule will be dependent on the review by Caltrans which may extend the timeline.  Caltrans approval is required for all steps within the Project.  

 

The funding for the proposed contract is included in the current Capital Improvement Program.  Additional funding will be required to be able to complete future phases including property acquisition and construction.  Staff has been successful in securing some grant obligations and will continue to seek additional funding opportunities.  

 

FINANCIAL IMPACTS:

There are no financial impacts. Sufficient funding for the Project is available in the existing appropriations for the Five-Way Intersection Project (ST14PW04) budgeted in the current CIP budget.

 

CEQA:

The Public Works Director has determined that the Recommended Action described in this Agenda Report is not in-and-of-itself a “project” (pursuant to CEQA Guidelines Section 15378) since it does not result in a physical change in the environment. However, the Recommended Action is a part of a larger “project” that will be subject to environmental review in accordance with CEQA at the “earliest feasible time” prior to “approval” consistent with CEQA Guidelines Section 15004 and 15352.  The larger “project” is the construction of the physical transportation improvements for the Five-Way Intersection Project, and staff plans to bring back a CEQA analysis of that project to Council prior to future discretionary right-of-way actions and construction of the project.
