Reappoint incumbent, Alex Crown to the Public Financing Authority of the Napa Enhanced Infrastructure Financing District Membership for term effective immediately and ending September 30, 2027.

DISCUSSION:

COMPOSITION AND PURPOSE OF THE COMMISSION:

The Public Financing Authority (PFA) is the governing body of the Napa Enhanced Infrastructure Financing District (EIFD). The EIFD provides financing of public capital facilities and other specified projects of communitywide significance that provide significant benefits to properties within the EIFD or the surrounding community.

 

Requirements: The PFA consists of five members, including three members of the City Council, and two members of the public chosen by the City Council in accordance with resolution R2016-5.

 

Membership: Applicants must be City of Napa residents and registered voters. Members will serve two-year terms.

 

Meetings: Held annually and as necessary to perform the responsibilities under the EIFD Law, including the review and approval of an Infrastructure Financing Plan (and any proposed amendments to that Plan), and the consideration of issuance of bonds to finance the projects defined by the Infrastructure Financing Plan.

 

NUMBER AND TIMING OF VACANCIES INCLUDING SPECIAL QUALIFICATIONS:

There are a total of two seats to be filled due to the term expirations of Alex Crown and Lori Reich effective September 30, 2025.

 

RECRUITMENT PROCESS

The City Clerk accepted applications for the Board from July 22, 2025 through August 22, 2025. Recruitment announcements were shared on the City’s website and social media platforms, published in the City’s electronic newsletter “Napa News Weekly”, posted at various locations at City Hall, Human Resources, and the Community Services building, and sent to the Napa County Library, Napa Valley College, Napa Chamber of Commerce, Napa Valley Unified School District, Napa County Board of Supervisors, Napa County Administration, Napa County Hispanic Chamber of Commerce, Napa Valley Community Housing, Puertas Abiertas Community Resource Center, and Leadership Napa Valley.

 

APPLICATIONS RECEIVED

One application was received from Alex Crown who is applying for his second term. A copy of the application has been provided as Attachment 1 for reference.

 

Lori Reich did not reapply. The recruitment is still open to fill this vacancy.

 

 

FINANCIAL IMPACTS:

None.

The City Clerk has determined that the recommended action in this agenda report is not subject to CEQA, pursuant to CEQA Guidelines Section 15060(C).
