Approve the City of Napa Response to the 2026 Grand Jury Report “Fear of ICE in the Valley?” and authorize the City Manager to submit the response on behalf of the City Council to the Presiding Judge of the Superior Court of Napa County.

DISCUSSION:
On April 13, 2026, the Napa County Grand Jury issued their final report entitled “Fear of ICE in the Valley?” (Attachment 2). When required by the Grand Jury, State law generally requires a City Council to respond to each finding and recommendation of the Grand Jury pertaining to matters under control of the City Council and submit the response to the Presiding Judge of the Superior Court within 60 days of the report issuance (California Penal Code Sections 933 and 933.05).
The Grand Jury is not requiring the city to respond as outlined in the Grand Jury’s Report, but the City’s Chief of Police has been invited to respond within 60 days. The Chief of Police has decided to respond, and in doing so, is opting to respond in compliance with the above legal requirements. The City Manager recommends that the City Council approve the recommended City Response to the Grand Jury Report as presented in Attachment 1.
FINANCIAL IMPACTS:
There is no financial impact with this Recommended Action.
CEQA:
The Chief of Police has determined that the Recommended Action described in this Staff report is not subject to CEQA, pursuant to CEQA Guidelines Section 15060(c).
