Adopt a resolution: (1) approving and authorizing the Public Works Director to award a construction contract to, and execute a construction contract with, Argonaut Constructors, for the Lincoln Avenue Safety and Rehabilitation Project (33ST23PW03) in the bid amount of $4,797,780; and (2) authorizing the Public Works Director to approve change orders and charges for project services up to $889,778 for a total contract amount not to exceed $5,687,558; and (3) amending the FY 2025/26 & FY2026/27 Capital Improvement Program as documented in Council Budget Amendment No. 6P10; and (4) determining that the actions authorized by this resolution are exempt from CEQA.

DISCUSSION:

The Lincoln Avenue Safety and Rehabilitation Project is a Measure T-funded project that will repave Lincoln Avenue from California Boulevard to Soscol Avenue, with a future project phase extending to Silverado Trail following completion of the flood project in the area surrounding the Napa River bridge on Lincoln Avenue.  In addition to pavement rehabilitation, the project will address deficiencies in drainage, traffic operations, and roadway safety for all users.  The corridor has been identified as a high-injury roadway through the City’s Local Roadway Safety Plan, with a significant number of recent collisions - including pedestrian-involved incidents - reinforcing the need for safety improvements.

At the February 3, 2026, Council meeting, Council approved a motion to proceed with the Lincoln Avenue Traffic Safety and Paving Project as presented, which will include a lane reconfiguration with one travel lane in each direction, a center two-way left-turn lane, and enhanced bicycle and pedestrian facilities.  A video of the February 3rd presentation to Council can be found here <https://www.youtube.com/watch?reload=9&v=odDQRhK2dPU&feature=youtu.be>.  Traffic analysis and simulation confirmed that the corridor will continue to operate at acceptable levels of service consistent with the General Plan, with only minor increases in travel time during peak periods.  These changes are expected to reduce vehicle speeds, thereby decreasing the likelihood and severity of collisions, particularly for people walking and biking. 

 

Staff will continue engagement with a third-party traffic engineering consultant to perform a peer review of the striping plans, including the length of the taper east of California Boulevard.  This review will be completed prior to final striping.  In response to community concerns about increased cut-through traffic in adjacent neighborhoods, traffic counts will be collected both before and after construction to determine impacts.  The traffic engineering consultant will be tasked to monitor movement through the corridor as changes are implemented and to identify adjustments to minimize any post construction impacts, including adjusting signal timing to optimize flow through the intersections.

 

​The engineer’s estimate of probable construction cost for the Project is $5,458,960.

 

Staff began publicly bidding the Project on February 18, 2026.  On March 19, 2026, eight (8) formal bids for construction were received.  The bids were as follows:

The Napa Municipal Code local businesses preference of a three percent (3%) bid reduction factor did not alter the bid results. The construction budget is proposed as follows:

The contingency, construction management and inspection costs, material testing, and engineering staff time are estimates, and the funds can be used interchangeably between the items listed above.

 

Enough funding exists in the project budget to award the construction contract.  Additional funding is required to account for construction management, engineering oversight, and consultant task orders providing review, evaluation, and recommendations.

 

To provide the additional funding needed to complete construction, $350,000 in Measure T funds are recommended for de-obligation from the Street Preventive Maintenance FY24/25 project (33ST25PW01). Construction for that project is now complete, making the remaining funds available. Once de-obligated, the funds will return to the Measure T fund balance and be reallocated to the Lincoln Avenue Safety and Rehabilitation Project (33ST23PW03).

 

FINANCIAL IMPACTS:

The proposed FY2025/26 & 2026/27 Capital Improvement Program amendment as documented in Council Budget Amendment No. 6P10 will revise the following project budget to obligate $350,000 of Measure T Fund Balance to increase the Lincoln Avenue Safety and Rehabilitation (33ST23PW03) Project’s revenues and expenditures budget.  The obligation will be funded through fund balance made available by the de-obligation of $350,000 of Measure T funds from Street Preventive Maintenance FY24/25 Project (33ST25PW01).

 

CEQA:

City staff recommends that the City Council determine that the Recommended Action is exempt from CEQA pursuant to CEQA Guidelines Section 15301(c), which exempts the repair or minor alteration of existing streets, sidewalks, gutters, and similar facilities.
