DISCUSSION:

The Finance Department requested Human Resources conduct a study to review the classification structure within the Purchasing Division to allow for the necessary support and full operation of the division. 

 

The Human Resources Department requested that the incumbent provide a position Description Questionnaire (PDQ) to determine a recommendation that would align with the division’s needs. The incumbent completed the PDQ which indicated the performance of professional, analytical and administrative activities including developing budgets, interpreting and applying City policy, conducting analyses and providing recommendations as the majority of their current job responsibilities. The Administrative Assistant role has continued to grow over the last year, taking on more and more analytical purchasing responsibilities to assist the growing Purchasing Division within the Finance Department as specific responsibilities continue to shift from the Public Works Department. Human Resources staff reviewed the PDQ and recommends that the position be reallocated to a Management Analyst I/II and incumbent be reclassified.

 

The Management Analyst I classification is part of the flexibly staffed Management Analyst I/II series. Thus, while the initial allocation will be at the Management Analyst I level, the budget staffing plan document will show the allocation as Management Analyst I/II.

 

The Management Analyst I/II position is a professional level position, overseeing the assigned day-to-day administrative functions which may include budget monitoring, purchasing, clerical support supervision, and related activities. The Management Analyst I/II also confers with City staff for project management, administrative analyses and personnel administration.

 

The City of Napa Purchasing Division is responsible for the oversight of about $77 million dollars per year and is critical to citywide operations.

 

The Management Analyst I/II (Purchasing Division) is responsible for all listed Management Analyst I/II tasks with division-specific support in: training City-wide staff on procedures and regulations; reviewing/approving City purchases and purchasing functions; reviewing City-wide purchase orders and requisitions for accuracy, compliance, and funding; managing various Finance Department projects/processes as appropriate, including but not limited to: disaster financial recovery efforts, fully burdened rates and cost allocation plans, fee and rate studies or other consultant reports that are to be managed by the Finance Department and serve as liaison to the Civic Center change management efforts. 

 

The Finance Department, City Manager’s Office and the employee bargaining unit (Administrative, Management and Professional) have reviewed the recommendation and no issues were raised.

 

FINANCIAL IMPACTS:

No additional funding is required beyond that which is already allocated and approved in the current City Budget.

 

CEQA:

The Human Resources Director has determined that the Recommended Action described in this Agenda Report is not subject to CEQA, pursuant to CEQA Guidelines Section 15060(c).
