Reappoint incumbent, Robert Reber, and appoint new applicant, Virginia Hill, to the Bicycle and Pedestrian Advisory Commission to serve terms beginning immediately and ending on September 30, 2027.

DISCUSSION:
COMPOSITION AND PURPOSE OF THE COMMISSION:
The Bicycle and Pedestrian Advisory Commission is advisory to City Council and to the City’s Public Works Department on matters regarding bicycle transportation and pedestrian issues.
Requirements: Full-time resident and registered voter of the City of Napa. Qualifications based on either experience or dedication as a bicyclist, or training or experience in the field of transportation, planning or engineering.
Membership: Six members. Five are appointed by the City Council. The sixth, non-voting member, is appointed by the Parks, Recreation and Trees Advisory Commission from their existing membership.
Meetings: Meets the second Thursday of every other month at 4:00 p.m. in the City Hall Committee Room, 955 School Street, Napa.
NUMBER AND TIMING OF VACANCIES INCLUDING SPECIAL QUALIFICATIONS:
There are a total of two seats to be filled due to the term expirations of Robert Reber and Cynthia Duetsch effective September 30, 2025.
RECRUITMENT PROCESS:
The City Clerk accepted applications for the Committee from July 22, 2025, through August 22, 2025. Recruitment announcements were published on the City’s website, posted at various locations at City Hall, Human Resources, and the Community Services building, and sent to the Napa County Library, Napa Valley College, Napa Chamber of Commerce, Napa Valley Unified School District, Napa County Board of Supervisors, Napa County Administration, Napa County Hispanic Chamber of Commerce, Napa Valley Coalition of Non-Profit Agencies, Napa Valley Community Housing, Puertas Abiertas Community Resource Center, and Leadership Napa Valley.
APPLICATIONS RECEIVED:
Eight applications were received: Robert Reber, Kyle Larson, Julianne Ireta, Catherine Gillis, Michael Cole, Clay Newton, Virgina Hill, and Brendan Baker.
Prior to the September 30, 2025 Nomination Committee meeting, applicants Kyle Larson, Catherine Gillis and Michael Cole withdrew their applications.
SPECIAL NOTES
Robert Reber is applying for his second term.
Julianne Ireta, Clay Newton, Virgina Hill, and Brendan Baker are new applicants.
Cynthia Duetsch did not reapply.
NOMINATION COMMITTEE RECOMMENDATIONS:
Vice Mayor Mary Luros and Councilmember Chris DeNatale, serving as the Council-appointed Nomination Committee, interviewed the applicants on September 30, 2025. A copy of the draft minutes has been provided as Attachment 2 for reference.
The Nomination Committee recommends the reappointment of Robert Reber and the appointment of Virginia Hill for terms effective immediately and ending September 30, 2027.
Pursuant to Section 4.7.2 of Policy Resolution 10, the City Council may either approve the nominations from the Nomination Committee as submitted or take further action to evaluate the applicants in accordance with Sections 4.5 of Policy Resolution 10.

None.

The City Clerk has determined that the recommended action in this agenda report is not subject to CEQA, pursuant to CEQA Guidelines Section 15060(C).
