Authorize the City Manager on behalf of the City to execute an agreement with Live Nation Worldwide, Inc., DBA Buena Onda Presents in an amount up to $300,000 to provide City of Napa personnel to perform general law enforcement, security and emergency medical services at the Napa Expo located at 575 Third Street during La Onda 2024 on June 1-2, 2024 and determine that the actions authorized by this item are exempt from CEQA.

DISCUSSION:
La Onda 2024 is a two-day food, arts and music festival featuring numerous musical performers and multiple food, wine, and beer vendors held by Live Nation Worldwide, Inc., DBA Buena Onda Presents at the Napa Expo located at 575 Third Street from June 1-2, 2024. The anticipated attendance each day, including concert staff and volunteers, is 45,000. Buena Onda Presents has entered into a rental agreement with the 25th District Agricultural Association, a state institution of the State of California (the “Association”), to use and occupy the Expo for the festival. The Expo, located within the City Limits of the City of Napa, is owned by the State of California and operates under the management of the Association.
Buena Onda Presents has requested the City to provide City of Napa personnel to perform general security and law enforcement services, first responder/emergency medical response, and Incident/Unified Command services on the Napa Expo property during the festival. The City will also provide traffic and street closure services, and parking enforcement services for the festival in connection with the special event permit for the festival, and fees for those services will be paid for by Buena Onda Presents as part of the special event permit.
FINANCIAL IMPACTS:
No fiscal impact to the General Fund.
CEQA:
The Police Chief recommends that the City Council determine that the Recommended Action described in this agenda report is exempt from CEQA pursuant to CEQA Guidelines Section 15323, which exempts the normal operations of existing facilities for public gatherings for which the facilities were designed, where there is a past history of the facility being used for the same or similar kind of purpose.
