Body
DISCUSSION:
The Salvador Avenue Complete Streets Project will pave the roadway between SR 29 and the City limit. The paving work will include grinding and base repair, overlay and striping. From SR 29 to Jefferson Street, the work will construct concrete sidewalks to fill existing gaps in sidewalks, improve intersection accessibility and safety for pedestrians, improve bicycle facilities, and include elements for traffic calming. Additionally, the project will upgrade stormwater inlet structures and improve drainage. The project will be funded through the North Jefferson Street Improvement Fee and Measure T.
The City of Napa charges development impact fees on new developments to fund certain public improvements that thereby reduce the impacts related to the development. For each development fee, the City Council adopts a Council resolution that sets forth the specific amount of the fee, defines the specific area within which it shall apply, describes the specific improvements and their estimated cost, describes the reasonable relationship between the fee and the new development, and sets forth the time for payments. On March 13, 1990, City Council adopted Ordinance No. 4165, creating and establishing authority for imposing and charging a North Jefferson Street Improvement Fee. Street Improvements along Salvador Avenue between Byway East and Dale Drive are included as approved improvements covered by the fee.
The remaining scope of work that is located outside of the North Jefferson Street Improvement Fee area will be funded through Measure T. Specifically, the areas between SR 29 and Byway East and between Dale Drive and the City Limit will be funded by Measure T. In November 2012, the voters of Napa County approved a ½-cent sales tax increase known as Measure T to be implemented July 1, 2018. Measure T funding is to be used for maintenance, reconstruction, and/or paving of streets, roads, and transportation infrastructure within the public right-of-way including but not limited to sidewalks, curb and gutters, curb ramps, lighting, traffic signage, striping, and local roadway drainage. On May 18, 2021, City Council adopted the City’s updated 5-year Measure T Work Plan which included the Salvador Avenue Complete Streets Project.
The engineer’s estimate of probable construction cost for the Project is $2,885,405.
Staff publicly bid the Project during the end of February through March. On March 21, 2024, five (5) formal bids for construction were received. The bids were as follows:
$ 3,293,471 |
Argonaut Constructors, Inc., Santa Rosa |
$ 3,005,076 $ 3,315,123 $ 3,470,746 $ 2,972,490* |
Ghillotti Construction, Santa Rosa JPB Designs, Inc., Sacramento McGuire and Hester, Sacramento Terocons, Inc., San Francisco* |
*Apparent lowest and best bid
The Napa Municipal Code local businesses preference of a three percent (3%) bid reduction factor did not alter the bid results.
The construction budget is proposed as follows:
Terocons, Inc. $ 2,972,490
Contingency for unforeseen conditions (10% of bid) $ 297,249
Construction Management and Inspection $ 350,000
Public Works Engineering Staff $ 20,000
Materials Testing (Consultant) $ 50,000
Total $ 3,689,739
The contingency, contract administration, construction management, inspection costs, and geotechnical testing are estimates. The funds can be used interchangeably between the items listed above.
FINANCIAL IMPACTS:
Sufficient funding for the Project is composed of existing appropriations for the Salvador Avenue Complete Streets Project (ST16PW02) adopted in the current CIP Budget.
CEQA:
City staff recommends that the City Council determine that the Recommended Action is exempt from CEQA pursuant to CEQA Guidelines Section 15301(c), which exempts the repair or minor alteration of existing streets, sidewalks, gutters, and similar facilities.
