Adopt a resolution approving the CDBG Fiscal Year 2025-2026 Consolidated Annual Performance Evaluation Report (CAPER).

DISCUSSION:

The City’s 2025-2030 Consolidated Plan identifies housing needs and problems in the community, sets priorities and strategies, allocates resources under the United States Department of Housing and Urban Development (“HUD”) funded programs and provides an annual plan to track how resources will be spent and goals accomplished. As required by HUD, a Consolidated Annual Performance Evaluation Report (“CAPER”) must be prepared by all jurisdictions receiving entitlement funds from HUD.

 

The CAPER is intended to review the City’s progress towards achieving the goals outlined in its adopted 2025-2030 Consolidated Plan. The City is required to submit this report to HUD as a condition of its receipt of an annual grant of CDBG funds.

 

CDBG Funding

During Program Year 2025, the City was allocated $591,772 in CDBG entitlement funds. Additionally, while the City had anticipated receiving $9,416 in program income from the revolving loan fund, the City ultimately received $161,550 from loan repayments.

 

CDBG and Other Accomplishments

                     The City provided NEWS $41,088 in CDBG funding for bilingual counseling services for survivors of domestic violence and sexual assault. The funding assisted 187 persons.

                     The City provided Catholic Charities of the Dioceses of Santa Rosa (Catholic Charities) $10,309 for operation of the Rainbow House Family Shelter. The funding assisted 75 persons.

                     The City provided Fair Housing Napa Valley (FHNV) $120,237 in CDBG funds for fair housing assistance, mediation and education. FHNV assisted 286 individuals during the program year.

                     The City provided Puertas Abiertas $16,688 in CDBG funds for the Promotoras program providing public service outreach to the Hispanic and Latino population.  Puertas Abiertas provided outreach services.

                     The City’s Housing Rehabilitation Loan program completed one rehabilitation projects under the CDBG Loan Program and completed seven projects under the CDBG Emergency Repair Grant Program. The combined total spent was $170,032.

                     State CalHome and HOME funds provided Housing Rehabilitation loans totaling $317,704 to eight low-income qualified homeowners.

                     The Junior Unit program, which is funded by General Fund and State Permanent Local Housing Allocation funds, continues to assist homeowners in the design and construction of additional rental units.

 

CDBG Citizens’ Advisory Committee

The CAPER was reviewed by the CDBG Citizens’ Advisory Committee on August 31, 2026. One comment from the Committee has been incorporated into the CAPER. Any comments received during the public comment period will be incorporated into the CAPER. The Committee has forwarded a recommendation to Council to approve the report.

CEQA:

The Community Development Director has determined that the Recommended Action described in this Agenda Report is not subject to CEQA, pursuant to CEQA Guidelines Sections 15060(c).

NOTIFICATION:

The CDBG Citizens’ Advisory Committee reviewed the draft CAPER at a public meeting on August 31, 2026. In addition, a public notice was published in the Napa Valley Register on September 3, 2026. Notices in Spanish were posted at Puertas Abiertas and Hispanic markets and laundromats. Copies of the CAPER were made available at the City’s Housing Division and the City’s website.
