(1) Approve the second reading and final adoption of Ordinance O2026-009 repealing in its entirety Ordinance No. O2018-014, adopting planned development overlay district (PD-37) to establish use provisions, development standards, and design guidelines for the Franklin Station II Project located at 1251/1351 Second Street, 820 Randolph Street, & 801/809 Coombs Street Unit A, B, C, & D (APNs 003-212-001, 003-208-001, 003-300-015 through 003-300-024 (PL25-0068) and determining that the actions authorized by this ordinance were adequately analyzed by a previous CEQA action; and

 

(2) Approve the second reading and final adoption of Ordinance O2026-010 approving and authorizing the City Manager to execute a Development Agreement pursuant to Government Code Section 65864, et seq. by and between the City of Napa and 1351 Second Street, LLC, Keller Yountville Vineyard LLC, Young Building LLC, and James Keller, authorizing the City Clerk to record the agreement, and determining that the actions authorized by this ordinance were adequately analyzed by a previous CEQA action.

DISCUSSION:

These are the second readings and final adoptions of ordinances approving:

 

1)                     Ordinance O2026-009 repealing in its entirety Ordinance No. O2018-014, adopting planned development overlay district (PD-37) to establish use provisions, development standards, and design guidelines for the Franklin Station II Project located at 1251/1351 Second Street, 820 Randolph Street, & 801/809 Coombs Street Unit A, B, C, & D (APNs 003-212-001, 003-208-001, 003-300-015 through 003-300-024 (PL25-0068) and determining that the actions authorized by this ordinance were adequately analyzed by a previous CEQA action; and

 

2)                     Ordinance O2026-010 approving and authorizing the City Manager to execute a Development Agreement pursuant to Government Code Section 65864, et seq. by and between the City of Napa and 1351 Second Street, LLC, Keller Yountville Vineyard LLC, Young Building LLC, and James Keller, authorizing the City Clerk to record the agreement, and determining that the actions authorized by this ordinance were adequately analyzed by a previous CEQA action.

 

The introduction and first readings of the Ordinances were held at the Regular City Council meeting on July 21st, 2026. If approved, the Ordinances will become effective thirty days following adoption.

 

Ordinance O2026-009, adopting the planned overlay district, was introduced with amendments to Exhibit A to incorporate the revised sunset provisions outlined in the Staff presentation to ensure consistency with the Draft Development Agreement. Attachment 1, Exhibit A, includes the revisions made during the introduction.

 

FINANCIAL IMPACTS:

No direct financial impacts to the General Fund have been identified with this application.

 

CEQA:

Staff recommends that the City Council finds that the Project would not have environmental effects that were not already examined in the Downtown Napa Specific Plan Environmental Impact Report (the “DNSP EIR”), that the Project is within the scope of the development program analyzed in the DNSP EIR, and that no subsequent EIR is required for the Project, as documented in the Section 15168 Analysis and Addendum, as provided in Attachment 3, CEQA Addendum, and the Project Mitigation and Monitoring Report Program (the “MMRP”); and alternatively, that the Project is exempt from CEQA under CEQA Guidelines Section 15332 and none of the exceptions in CEQA Guidelines Section 15300.2 have application.

NOTIFICATION:

Notice of the first reading was provided on July 10, 2026, by US Postal Service to all property owners within a 500-foot radius of the subject property. Notice was also published in the Napa Valley Register on July 9, 2026, and provided to people previously requesting notice on the matter at the same time notice was provided to the newspaper for publication.
