Authorize the Public Works Director to execute on behalf of the City agreements with Chrisp Company and K&S Asphalt Solutions, Inc., to provide on-call striping and signing services for City operations in an amount not to exceed $200,000 each, and determine that the actions authorized by this item are exempt from CEQA.

DISCUSSION:
The Streets Maintenance Division plans to utilize striping and signing services agreements to supplement work completed by City staff. The City-wide demand for striping and signing services exceeds the internal resources available. The proposed contracts would operate on an on-call basis in which the contractors will be given task orders to complete specified work and paid for actual services provided.
Under the proposed agreements, on-call striping and signing services will be used to restripe streets after repaving work, refresh faded striping, and may be used for City parking lots and garages.
In anticipation of the upcoming street resurfacing projects programmed, and the need for traffic striping maintenance City-wide, staff issued a Request for Proposals (RFP) for on-call striping and signing services on December 27, 2023. The RFP specified the intent to select up to two firms to perform work on an on-call basis with a combined not-to-exceed amount of $400,000. On January 18, 2024, bids were received from the following companies:
• K&S Asphalt Solutions, Inc., Napa, CA
• Central Striping Service, Inc., Rancho Cordova, CA
• Chrisp Company, Fremont, CA
Following receipt of the bids, staff reviewed the bids for responsiveness and best value. Based on the staff’s evaluation of the proposal, staff determined that Chrisp Company and K&S Asphalt Solutions, Inc., were the lowest and best bids and were qualified to complete the work needed by the City. The bid review concluded:
• All three bidders met the California Contractor’s requirements for providing striping and signing services which required a C32 (Parking and Highway Improvement) license from the Contractors State License Board.
• Chrisp Company had the highest overall score. They were determined to be one of the two lowest and best bidders. Chrisp Company would be utilized for larger projects (longer stretches of striping) where their staffing and equipment levels provide for increased efficiencies. The department is requesting to award an amount not to exceed $200,000.
• K&S Asphalt Solutions, Inc. had the 2nd highest overall score. They were determined to be one of the two lowest and best bidders, and provided the lowest overall pricing. K&S was found to be better suited for restriping smaller neighborhoods, parking lots and garages. The department is requesting to award an amount not to exceed $200,000.
• Central Striping Service, Inc., had the 3rd highest overall score. It was also determined that this vendor provided the highest overall pricing.
Proposals were evaluated based on several criteria including pricing, general qualifications, relevant experience, project methodology and approach, proposed staffing and references.
Staff recommends awarding two on-call agreements, one (1) in the amount of up to $200,000, to Chrisp Company and one (1) in the amount of up to $200,000 to K&S Asphalt Solutions, Inc., to meet the City’s needs for striping and signing services. Prevailing wages and Department of Industrial Relations (DIR) compliance are required for this agreement.
FINANCIAL IMPACTS:
There are no fiscal impacts. Funding for the proposed Agreements is included in the Streets Resurfacing Program (30230810) and the Sign Shop (10030803) as part of the upcoming budget process to cover the projected total amount of $400,000 over the next three fiscal years.
CEQA:
Staff recommends that the City Council determine that the Recommended Action described in this Agenda Report is exempt from CEQA, pursuant to CEQA Guidelines Section 15301, which exempts the operation, maintenance and repair of existing public facilities involving no or negligible expansion of existing use.
