Approve and authorize the Chief of Police to execute on behalf of the City Amendment No.2 to Services Agreement No. C2021-110 with Medical Priority Consultants, in the amount not to exceed $55,558 for a total contract amount not to exceed $422,558 for an additional 1-year of maintenance, support, and quality assurance call review in the City’s 9-1-1 Dispatch Center.

DISCUSSION:
The City’s 9-1-1 Dispatch Center provides contract emergency dispatch services for Napa County, the American Canyon Fire Department, and American Medical Response (AMR). The Dispatch Center has provided Emergency Medical Dispatch (EMD) services to the Napa County community since 1990.
In 2021, the City entered into an agreement with Priority Dispatch Corp. to utilize the ProQA software system to support the Dispatch Center’s EMD program. ProQA provides structured call-processing protocols that guide call takers through medical emergencies, allowing them to quickly assess a patient’s condition, determine the appropriate response level, and provide pre-arrival instructions to callers when necessary.
The ProQA system utilizes protocols developed by the International Academies of Emergency Dispatch, which are widely recognized and used by emergency communications centers throughout the United States. These protocols are regularly updated and provide call takers with medically approved guidance while handling medical 9-1-1 calls. This system helps ensure a consistent, efficient, and clinically supported response to emergency calls and allows dispatchers to provide potentially life-saving instructions to callers prior to the arrival of first responders.
In addition to call-processing protocols, Priority Dispatch provides a quality assurance (QA) program that allows the Dispatch Center to review calls and evaluate performance against established EMD standards. This QA process helps ensure compliance with the medical dispatch protocols required by Napa County and supports ongoing training, accountability, and continuous improvement within the Dispatch Center. Continued access to the ProQA system and associated QA tools is imperative to maintaining compliance with these standards and ensuring that call takers are consistently following medically approved dispatch procedures.
FINANCIAL IMPACTS:
Funds were funded through the normal budget process, and this action simply utilizes already appropriated funds in general fund account 10021400-53250 and will have no impact on budget or fund balance.
Consequences: This software is a vital tool used by dispatchers in the 9-1-1 Dispatch Center and services will be significantly impaired if approval is not authorized.
CEQA:
The Chief of Police has determined that the Recommended Action described in this Staff report is not subject to CEQA, pursuant to CEQA Guidelines Section 15060 (c).
