Authorize the Police Chief, on behalf of the city, to execute an amendment No. 8 to Agreement No. C2013-363 for Public Safety Dispatching Services between the City of Napa and the County of Napa to extend the term for two (2) additional years and increase the City’s annual compensation to $2,295,635 for fiscal year 2022-2023 and $2,373,899 for fiscal year 2023-2024.

DISCUSSION:

The City of Napa Police Department Communications Center is the primary answering point for all 911 emergency calls for the City of Napa, City of American Canyon, Town of Yountville, and all unincorporated areas of Napa County.

 

The County of Napa currently contracts for Public Safety Dispatching Services with the City of Napa under City Agreement No. C2013 363 (Napa County Agreement No. 170799B) effective August 6, 2013.  The County of Napa originally contracted with the City of Napa for Dispatching Services in July 1986.  The recommended action is to extend the Agreement for an additional year to continue the services through June 30, 2024.

 

The proposed amendment increases the annual compensation paid by the County of Napa to the City of Napa and incorporates the County’s share of the City-County Mark 43 project.  Utilizing the actual costs from FY 2019-2020, the cost allocation plan will be updated to capture the total cost of the Communications Center and the percentage breakdown of the calls for service to determine the cost to the County and other contract agencies.  The updated cost allocation plan will be utilized for future contract negotiations with the County of Napa.

 

During this fiscal year, the City of Napa and the County of Napa will complete implementation of a new Law Records Management system. The new system will replace the current system, implemented by both entities in 2006. The implementation is completely covered by grant funding. The on-going cost in future fiscal periods will be shared by both agencies.

 

FINANCIAL IMPACTS:

The proposed amendment increases the annual compensation paid to the City of Napa by the County of Napa for dispatch services from $2,160,501 to $2,295,635 or an increase of $135,134 for FY2022-2023, and from $2,295,635 to $2,373,899 for an increase of $78,264 for FY 2023-2024. As outlined in this proposed amendment, total compensation paid to the City of Napa shall be $4,669,534.

 

CEQA:

The Chief of Police has determined that the Recommended Action described in this Agenda Report is not subject to CEQA, pursuant to CEQA Guidelines Section 15060(c).
