Recommendation
Adopt a resolution (1) approving the Final Map of Redwood Vines Subdivision (Project No. ENG23-0017), to subdivide property located at 2550, 2552 & 2554 Redwood Road into 6 single-family lots, (2) authorizing the Mayor to sign said Final Map, (3) approving and authorizing the Public Works Director to execute the Subdivision Improvement Agreement, and (4) determining that the actions authorized by this resolution were previously determined to be exempt from CEQA.

DISCUSSION:
This project will subdivide property into 6 single-family lots and extend Ruston Lane. A condition of approval for the project required traffic calming. A speed table will be constructed near the north end of the extended roadway section. This location of the speed table is near the center of Ruston Lane.
The tentative map for the project was approved by Council on June 6, 2023, per Resolution R2023-065. Homes are expected to begin to be constructed in 2025.
Pursuant to the Subdivision Map Act and Napa Municipal Code Section 16.24.050, the Council shall, at the meeting at which it receives the map, approve the final map if the Council finds that the map meets all the requirements of the State Subdivision Map Act and the conditions of approval imposed on the tentative map. Staff has reviewed the improvement plans and found that they are in substantial conformance with the Map Act, City standards, and the project’s conditions of approval. The applicant has provided a signed Subdivision Improvement Agreement that staff has determined complies with the requirements of NMC Title 16. In addition, the applicant has provided the required security and paid all fees. The City Council’s adoption of the resolution approves and authorizes the Public Works Director to execute the Subdivision Improvement Agreement.
Staff recommends that the City Council adopt a Resolution finding that the Final Map meets the State Subdivision Map Act, City standards, and the conditions of approval imposed on the Tentative Map, approving the Final Map of Redwood Vines Subdivision (Project No. ENG23-0017), authorizing the Mayor to sign said Final Map and approving and authorizing the Public Works Director to execute the Subdivision Improvement Agreement.
FINANCIAL IMPACTS:
This action will result in additional revenues to the City in the form of building permit fees and development impact fees at the time the building permits are issued. Estimated permit revenues are included in the fees’ corresponding revenue budgets.
CEQA:
The City Council previously determined that the Project is exempt from the requirements of CEQA pursuant to Section 15332 of the CEQA Guidelines (Categorical Exemptions; Class 32), which exempts in-fill development projects which are consistent with the General Plan designation, occur within the city limits on a site smaller than (5) acres, have no value as habitat for endangered, rare or threatened species, would not result in any significant effects relating to traffic, noise, air, or water quality, and can be adequately served by all required utilities and public services. The Council also determined that the exceptions to categorical exemptions identified in Section 15300.2 of the CEQA Guidelines were inapplicable because the land is in an urbanized area with no environmentally sensitive habitats or species of concern on the Site, there had been no successive effort to intensify land uses in the area, and no unusual circumstances exist that would pose a reasonable possibility of having a significant effect on the environment. Based on that the previous analysis, no significant environmental effects would result from the project and the exemption was appropriate; therefore no additional environmental review or document is required.
