Adopt a resolution amending the City Classification Plan by Adopting the Revised Classification Specifications for Electrician I/II, Accountant I/II and Budget Analyst I/II to reinstate as flexible staffing positions.

DISCUSSION:
Flexibly staffed classifications are those defined by adopted class specifications. Advancement from one level of a flexibly-staffed classification to the next level of a flexibly-staffed classification occurs when a position is authorized at the higher level, but filled at the lower level, and there is a Departmental need for work at the higher level. The requirements for advancement within a flexibly-staffed series are those established by the adopted class specification. Over the past couple years, the Civil Service Commission had instructed Human Resources they would not recommend approval of any classifications that are flexibly staffed. Therefore, any classifications that have been added or changed during this period were not added as flexibly staffed.
The Human Resources Department has received multiple requests from citywide departments and bargaining units to reinstate positions as flexibly staffed. The below list of positions are a few of the classification specifications that were impacted by these changes:
• Electrician I/II
• Accountant I/II
• Budget Analyst I/II
The Human Resources Department assessed all classifications based on the needs of the citywide departments, and determined it was necessary to revise a number of classification specifications to add flexible staffing language.
Human Resources is proposing to add flexible staffing language to the above classification specifications, as well as other minor content changes to maintain consistency in requirements among flexibly staffed positions. No salary adjustments are recommended. The only proposed changes are to reinstate the flexible staffing language along with minor content and formatting revisions for the classification specifications for Electrician I/II, Accountant I/II and Budget Analyst I/II.
The affected bargaining units, Napa City Employees’ Association (NCEA) and Administrative, Managerial, and Professional Employees (AMP), were given an opportunity to review their respective classifications, and agreed on the recommendations.
The Civil Service Commission approved the changes on May 15, 2023 and recommends Council approval.
As a result, the Human Resources Department recommends that the City Council adopt the modified classification specifications for Electrician I/II, Accountant I/II and Budget Analyst I/II.
FINANCIAL IMPACTS:
No additional funding is required beyond that already allocated and approved in the City budget.
CEQA:
The Human Resources Director has determined that the Recommended Action described in this Agenda Report is not subject to CEQA, pursuant to CEQA Guidelines Section 15060(c).
