Recommendation

 

Adopt a resolution approving and authorizing the Police Chief to enter into a license agreement with the California Highway Patrol to use the City Shooting Range through 12/31/2025 and determining that the actions authorized by this resolution are exempt from CEQA.

DISCUSSION:

The Police Department operates a firearms training facility, “City Shooting Range,” to maintain the training and proficiency requirements for police officers specified in department policy and state regulations (Title 11 California Code of Regulations §1005).

 

For more than twenty years, members of the Napa office of the California Highway Patrol (CHP) have used the City Shooting Range for their training requirements through contract and license agreements with the City. This license agreement will enable members of the Napa CHP office to use the range approximately three days per month. Allowing members of the Napa CHP office to use our range facility enables them to spend more time patrolling the highways in Napa County rather than commuting to training locations in adjacent counties, as well as fostering professional relationships and familiarity with the members of the local CHP office.

 

CHP now requires the license agreement to be approved by the City Council.

 

FINANCIAL IMPACTS:

There is no adverse fiscal impact on the City of Napa to enter into this license agreement with CHP. This license agreement will generate approximately $2,000.00 per month revenue to offset site maintenance expenditures.

 

Consequences: If the Police Department is not authorized to enter into this license agreement with the CHP, members of the local office will continue to travel out of county to conduct mandated training at an increased cost to taxpayers and a decreased level of service to our community.

 

CEQA:

The Chief of Police has determined that the Recommended Action described in this agenda report is not subject to CEQA, pursuant to CEQA Guidelines Section 15060(c). In the alternative, and on a separate and independent basis, the Recommended Action is exempt from environmental review pursuant to CEQA Guideline 15301 as the licensing of an existing facility involving no expansion, or a negligible expansion, of use.
