Adopt a resolution authorizing the Public Works Director, on behalf of the City, to accept an Easement Grant Deed for right-of-way and public utilities purposes from the First Street Church of Christ, Napa, California over a portion of 2610 First Street to allow the City to construct a sidewalk.

DISCUSSION:

First Street Church of Christ, Napa, California has offered to dedicate an Easement Grant Deed for Right of Way and Use and Public Utilities conveying a right-of-way and public utility easement to the City of Napa over a portion of their property in support of the City’s Browns Valley Road Project ST22PW03. The portion of property that is being dedicated is located at 2610 First Street Napa, CA 94558 (APN 042-320-006) and is approximately 101.5 square feet.

 

City Project ST22PW03 Browns Valley - Westview to Freeway Drive is a street rehabilitation project that is scheduled to begin construction in summer 2024. This project consists of repairing the street’s deteriorating pavement from Freeway Drive to McCormick Lane along Browns Valley Road/First Street. The project’s scope of work also includes updating curb ramps, repairing curb/gutter and sidewalk; incorporating sidewalk infill where possible; installing Rectangular Rapid Flashing Beacons (RRFBs) at uncontrolled crosswalks, and updating striping and signage.

 

Currently, there is no sidewalk along the frontage of 2610 First Street, but through the acceptance of the Easement Grant Deed the City will have the necessary right of way to construct a contiguous sidewalk along the frontage of 2610 First Street to the northwest corner of the First Street and Freeway Drive intersection. Incorporating sidewalk infill along this segment of the project will enhance both the aesthetic appeal and safety of the Browns Valley - First Street corridor.

 

FINANCIAL IMPACTS:

There is no financial impact to the City of Napa anticipated as a result of the proposed action.

 

CEQA:

The Public Works Director has determined that the Recommended Action described in this Staff Report is not in-and-of-itself a “project” (pursuant to CEQA Guidelines Section 15378) since it does not result in a physical change in the environment.

However, the Recommended Action is part of a larger “project” that will be subject to environmental review in accordance with CEQA at the “earliest feasible time” prior to “approval” consistent with CEQA Guidelines Sections 15004 and 15352.
