Approve and authorize the Parks and Recreation Director to execute on behalf of the City an agreement with Swinerton Management & Consulting for Project Management Services for the Harvest Park Project in an amount not to exceed $403,592.

DISCUSSION:
To support the City’s management and implementation of the future public recreation campus at the former Harvest Middle School property, that is the Harvest Park Project (“Project”), the City issued a Request for Proposals on May 20, 2026 from professional project management firms with experience in supporting public agencies on delivering large-scale recreation and aquatic facility projects from design through construction. Given the size and complexity of this public works project, technical expertise is needed to advance through numerous planning and review stages efficiently and accurately with the City’s awarded architectural planning and design team. The project management firm will help ensure the project is meeting the City’s goals of delivering the City’s first aquatics and recreation campus while supporting prompt, successful project delivery.
On June 23, 2026, the City received ten (10) proposals from firms, including (in alphabetical order): Artaic Group, Cumming Management Group, Griffin Structures, Hollins Consulting, Jenkins/Gales & Martinez, Kitchell/CEM, Swinerton Management & Consulting, Trover Construction Project Management, Vanir Construction Management, and Van Pelt Construction Services.
A review committee made up of City staff from Public Works Department and Parks & Recreation Department evaluated and scored each proposal based on demonstrated competence, experience, price and other relevant factors. Following this review, on July 20, 2026, the City proceeded to interview and verify qualifications of the top four firms scored, which included (in alphabetical order): Cumming Management Group, Griffin Structures, Swinerton Management & Consulting, and Van Pelt Construction Services.
Following the interview scoring process, Swinerton Management & Consulting was identified as the selected firm. The fee for Swinerton Management & Consulting services, which will cover project management for project start-up, design alternatives, concept design and final phased approach, is $403,592. Future project phase services will be addressed via contract amendments approved by City Council. While City staff believe that the number of hours accounted for in the agreement are sufficient to address the project scope, a 10% contingency has been included in the overall budget for the agreement to account for any unforeseen circumstances.
FINANCIAL IMPACTS:
Sufficient funding for the contract is available in the existing appropriations for the Harvest Recreational Site Demolition & Planning account (12HRVSTPRJ-10112100-53210) budgeted in the current Nonrecurring General Fund budget.
CEQA:
The Parks and Recreation Director has determined that the Recommended Action described in this Agenda Report is not in-and-of-itself a “project” (pursuant to CEQA Guidelines Section 15378) since it does not result in a physical change in the environment.
However, the Recommended Action is part of a larger “project” that will be subject to environmental review in accordance with CEQA at the “earliest feasible time” prior to “approval” consistent with CEQA Guidelines Sections 15004 and 15352.
