Approve and authorize the Chief of Police to execute on behalf of the City Amendment No. 2 to Agreement No.C2024-585 with Intergraph Corporation for maintenance support of the Police Department’s Communication Center’s computer aided dispatch system (CAD) and mobile data computing (MDC) system in the increased amount of $94,449.06 for a total contract amount not to exceed $1,039,543.24.

DISCUSSION:
The Police Department’s Communications Center is the primary answering point for all 911 emergency calls for the City of Napa, City of American Canyon, Town of Yountville and all unincorporated areas of Napa County.
Since 2006, the Communications Center has used the Hexagon/Intergraph CAD/Mobile system for dispatch of emergency public safety resources. Periodic updates are required to increase efficiency and keep up with technology. The cost of these systems (CAD & Mobile), including the maintenance cost, is shared with all participating agencies in which Napa Central Dispatch provides dispatching services. The cost sharing is based on the number of calls for service for each agency. We currently have Dispatch contracts with Napa County Sheriff’s Office (including Animal Control), American Medical Response (AMR), and American Canyon Fire Protection District.
On November 19, 2024, the City Council approved an agreement with CentralSquare Technologies to replace the Hexagon CAD/Mobile system with the CentralSquare Enterprise CAD/Mobile system. The initial anticipated go-live date was June 24, 2025. That date was revised after staff determined that a critical interface required to support communications between Napa Central Dispatch and the County Fire Emergency Communications Center would not be available for production use.
A subsequent go-live date of December 9, 2025, was established. Prior to that date, staff determined that the message switch required to deliver critical Department of Justice (DOJ) information directly into the CAD system and outward to field Mobile Data Terminals (MDTs) was not fully functional. In addition, work to complete that interface between Napa Central Dispatch and the County Fire Emergency Communications Center was still ongoing. These issues were outside the control of Napa Central Dispatch and involved system readiness dependencies essential to public safety operations. As a result, the December 9, 2025 go-live did not proceed.
Staff continue to work closely with project partners to resolve outstanding items and are actively developing operational contingencies to ensure the system can go live as planned on April 21, 2026, even if certain components remain unavailable at that time.
The City’s current support agreement with Hexagon expired December 31, 2025. Hexagon will allow the City to backdate the amendment for continued support and maintenance of the existing CAD/Mobile system in order to ensure uninterrupted emergency communications services until the new system is fully implemented. Therefore, staff is requesting approval of the amendment to provide necessary maintenance support through June 30, 2026.
FINANCIAL IMPACTS:
There is no additional budget appropriations requested. Funds were budgeted through the normal process, and this action utilizes already appropriated funds in the General Non-Recurring Fund #10121400-53250 and will have no impact on budget or fund balance.
CEQA:
The Chief of Police has determined that the Recommended Action described in this Staff report is not subject to CEQA, pursuant to CEQA Guidelines Section 15060 (c).
