Adopt a resolution authorizing the transfer of $18,498 from the City’s Housing Successor Agency Fund to the Housing Authority of the City of Napa for the Section 8 Landlord Mitigation and Incentive Program.

DISCUSSION:

The City is the housing successor to the Napa Community Redevelopment Agency (“Agency”).  The funds that were transferred from the Agency to the City as housing successor are maintained in a separate Low and Moderate Income Housing Asset Fund (“Housing Successor Agency Fund”) and must be spent for affordable housing purposes.  If the City as housing successor has satisfied all State-mandated monitoring requirements and housing replacement obligations, the City may spend up to $250,000 per year from the Housing Successor Agency Fund for rapid rehousing, housing location, and case management and other housing related assistance to persons or households who are either homeless or at-risk of homelessness.  

 

The Housing Successor Agency Fund has an unaudited fund balance of $18,498.55.  This agenda item would authorize the transfer of $18,498 from the Housing Successor Agency Fund to the Housing Authority of the City of Napa (“Housing Authority”) to help fund the Section 8 Landlord Mitigation Program (the “Program”). 

 

The Housing Authority launched the Program in October 2017.  Under the Program, the Housing Authority contracts with Abode Services to provide housing location and case management services for Section 8 participants who are either homeless or at-risk of homelessness.  Participating landlords are eligible to receive incentive payments for making units available to Program participants.  Additionally, if a Program participant damages a unit, the landlord would be eligible for damage payments through the program.

FINANCIAL IMPACTS:

Approval of this item would authorize the budget adjustment and transfer of $18,498 from the Housing Successor Agency Fund (23791) to the Housing Authority (84601) for the Program. The City previously budgeted $18,500 to be expended as a contract service, so the proposed budget adjustment reduces the contract services budget and increases the transfer out. The source of the funding is existing fund balance, which totals $18,498, in the Housing Successor Agency Fund. The proposed budget adjustments are as follows:
