Adopt a resolution: (1) authorizing the Public Works Director to award a construction contract to, and execute a construction contract with O.C. Jones & Sons, Inc., for the Soscol Avenue Paving project (33ST26PW12) in the bid amount of $1,566,500; (2) authorizing the Public Works Director to approve change orders and charges for project services up to $369,975 for a total project construction cost amount not to exceed $1,936,475; and (3) determining that the actions authorized by this resolution are exempt from CEQA.

DISCUSSION:

The proposed construction contract will resurface Soscol Avenue from Silverado Trail to First Street, improving pavement conditions along one of the City’s key north-south corridors. The project includes asphalt paving and refreshed striping with bike lane conflict markings and bike boxes.

 

The project is being funded by Measure G.  In November 2024, Napa voters passed Measure G to increase the citywide sales tax by 1% to provide funding for high-priority projects and City services. Through outreach efforts and surveys, community members expressed a strong desire for the repair and rehabilitation of streets and sidewalks. The tax went into effect on April 1, 2025, and significant road repair projects are now underway or scheduled to begin soon, including this project on Soscol Avenue.

 

The engineer’s estimate of probable construction cost for the Soscol Avenue Paving project is $2,250,000. 

 

Staff began publicly bidding the project on April 15, 2026.  On May 6, 2026, four (4) formal bids were received.  The bids were as follows:

The Napa Municipal Code local business preference of a three percent (3%) bid reduction factor did not alter the bid results.

 

The total construction budget, inclusive of the construction contract, a contingency, and owner’s costs, is proposed as follows:

The contingency of 15% is higher than the typical 10% due to the importance of this key corridor and the potential for additional pavement deterioration beyond what is currently visible.  The additional contingency will provide the ability to address unforeseen base repairs related to prior utility work and heavy traffic volumes to help ensure a high-quality finished road surface.

 

The contingency, construction management and inspection, materials testing, and staff time are estimates. The funds can be used interchangeably among the items listed above.

 

FINANCIAL IMPACTS:

There are no financial impacts to award the construction contract in the amount indicated.  Sufficient funding for the project is included in the existing Soscol Avenue Paving project’s (33ST26PW12) budget.

 

CEQA:

City staff recommends that the City Council determine that the Recommended Action is exempt from CEQA pursuant to CEQA Guidelines Section 15301(c), which exempts the repair or minor alteration of existing streets, sidewalks, gutters, and similar facilities.
