Recommendation

 

Adopt a resolution: (1) authorizing the Public Works Director to award a construction contract to, and execute a construction contract with, Modern Method Roofing Co., Inc., for the City Hall Roof Replacement project in the bid amount of $247,929.19; (2) authorizing the Public Works Director to approve change orders and charges for project services up to $74,793.00 for a total project amount not to exceed $322,722.19; and (3) determining that the actions authorized by this resolution are exempt from CEQA.

DISCUSSION:

​​​​The City Hall Roof Replacement project consists of the removal of existing roofing materials and the installation of new replacement roofing materials. The project also includes the installation of new roof vents, gutter liners, and downspouts. 

​​A 2020 condition assessment report of the City Hall facility estimated the roof had approximately 4 years of remaining useful life.  Due to the age of the roof, regular leaks occur and roof replacement is necessary. Roofing is critical to extend the life of the building and prevent premature deterioration of the overall building structure.  This project will replace the aging roof system, repair leaks, and replace the roof’s drainage system to efficiently direct rainwater away from the roof. 

​The engineer’s estimate of probable construction cost for this project is $255,640.00. 

​Staff began the public bid process for the project on Thursday, July 24, 2025 through the OpenGov system. On August 13, 2025, 15 formal bids for construction were received by the established deadline.  The bids were as follows:

​The Napa Municipal Code local businesses preference of a three percent (3%) bid reduction factor did not alter the bid results. The lowest and best bid was submitted by a business within the City of Napa.

​The contingency, construction management and inspection, and Public Works Engineering contract administration costs are estimates.  The funds can be used interchangeably between the items listed above.

 

FINANCIAL IMPACTS:

There are no financial impacts. Sufficient funding for the Project is composed of existing
appropriations for the City Hall Roof Replacement Project (33FC22PW01) adopted in
the current CIP Budget.

 

CEQA:

​​City staff recommends that the City Council determine that the Recommended Action is exempt from CEQA pursuant to CEQA Guidelines Section 15301(d), which exempts the restoration or rehabilitation of existing deteriorated or damaged structures, facilities, or mechanical equipment.​
