Authorize the City Manager to execute on behalf of the City an amendment to Agreement No. 8350 with Napa County for animal and licensing services, in the amount of $410,455 for Fiscal Year 2024-2025, $423,795 for Fiscal Year 2025-2026, and $437,568 for Fiscal Year 2026-2027, for a total of $1,271,818 for Fiscal Years 2024-2027.

DISCUSSION:
In 2003, the City entered into Agreement No. 8350 by which Napa County provides animal and licensing services to the City through the Napa Sheriff’s Department. The Agreement has been regularly extended for continued services. This amendment represents an increase of 8.9% over three years and has been updated with current service levels, including operational hours and scope of tasks handed by the Sheriff’s Office. Additionally, City and County staff have begun discussions on the provision of both animal and licensing services covered by this contract, as well as animal sheltering services provided by the County through their Public Works Department. The three-year amendment recommended here will allow those discussions on service provision and cost allocation to continue with additional information and reports on services. Staff would return to Council with any recommendations based on those discussions.
FINANCIAL IMPACTS:
The increased cost for services has been calculated into the Fiscal Years 2024-2027 budget.
CEQA:
The City Manager has determined that the recommended action described in this agenda report is not subject to CEQA, pursuant to CEQA Guidelines Section 15060(c).
