Adopt a resolution: (1) approving and authorizing the Public Works Director to award a construction contract to, and execute a construction contract with, James Day Construction, Inc., for the combined Generators for Facilities (33FC23PW04) project in the bid amount of $314,249.09; (2) authorizing the Public Works Director to approve change orders and charges for project services up to $112,424.91 for a total project amount not to exceed $426,674.00; (3) amending the Capital Improvement Project Plan as documented in Council Budget Amendment No. 4P7 and (4) determining that the actions authorized by this resolution are exempt from CEQA.

DISCUSSION:

Ensuring uninterrupted electricity at City facilities is essential for reliable service delivery, especially for emergency response.  Backup generators play a key role in providing this power, and permanent generators are installed at critical facilities to ensure resilience.

 

-                     Police Department - The backup generator for the Police Department Building, which also serves City Hall, is non-operational and requires replacement. The Police Department Building houses the City’s Emergency Operations Center (EOC) and 9-1-1 dispatch services for Napa and much of Napa Valley, requiring 24/7 reliable power.

 

-                     Corporation Yard - The existing generator was deemed at the end of its service life in a 2019 condition assessment and needs replacement. This facility is vital for infrastructure maintenance and serves as the Departmental Emergency Operations Center (DEOC) for Public Works, Parks, and Utilities during storms, wind events, Public Safety Power Shutoffs (PSPS), and other disasters. It also supports fleet services essential for emergency response and City operations, making backup power critical.

 

This project includes removing outdated generators, upgrading site infrastructure, and installing new generators with enhanced electrical connections and protective enclosures. These improvements will provide reliable backup power, strengthen resilience, and ensure uninterrupted functionality at these essential facilities.

 

The engineer’s estimate of probable construction cost for the Project is $352,157.00.

 

Staff publicly bid the Project during the month of November 2024.  On November 15, 2024, four (4) formal bids for construction were received.  The bids were as follows:

The Napa Municipal Code local businesses preference of a three percent (3%) bid reduction factor did not alter the bid results.

 

The construction budget is proposed as follows:

Total                     $ 426,674.00

 

The contingency, contract administration, construction management, inspection costs, and geotechnical testing are estimates.  The funds can be used interchangeably between the items listed above.

 

FINANCIAL IMPACTS:

There are no additional financial impacts. Sufficient funding for the Project is included in the existing Capital Improvement Program Budget. However, currently, each location’s generators are funded under separate capital project budgets.  Staff recommends consolidating the two projects into a single project in the City’s FY 2024/25 Capital Improvement Program (CIP) to streamline administration and manage one construction contract for the work.  To do this, $221,000 of unencumbered funds from the Generators for Facilities - Corporation Yard project (33FC23PW05) will be de-obligated and reallocated to the Generators for Facilities - PD, EOC project (33FC23PW04).  This reallocation will result in no change to the overall FY 2024/25 CIP budget, as reflected in Budget Amendment No. 4P7.

 

CEQA:

City staff recommends that the City Council determine that the Recommended Action is exempt from CEQA pursuant to CEQA Guidelines Section 15301(d), which exempts the restoration or rehabilitation of deteriorated or damaged structures, facilities, or mechanical equipment to meet current standards of public health and safety.
