Recommendation

Adopt a resolution (1) accepting a grant from the California Highway Patrol in the amount of $196,123.89, and authorizing the Police Chief to execute the Grant Agreement with the California Highway Patrol; and (2) approving revenue and expenditure budget increases of $196,123.89 in the Non-Recurring General Fund for the Cannabis Tax Fund Grant for Fiscal Year 2024-2025 as documented in Council Budget Amendment No. 1P223.

DISCUSSION:
The Police Department was recently awarded a grant from the California Highway Patrol (CHP) in the amount of $196,123.89 for the Cannabis Tax Fund Grant Program (CTFGP). The period of performance for this grant is July 1, 2024, through June 30, 2025.

These grant funds are to be used to help reduce and mitigate the impacts of impaired driving in our community. The grant funds will support Driving Under the Influence (DUI)/Driver's License checkpoints and regular DUI saturation patrols. Napa Police Department officers and supervisors will receive additional training in drugged driving, impaired driving and traffic safety.


FINANCIAL IMPACTS:
This grant positively impacts the Non-Recurring General Fund and increases the Napa Police Department FY 2024/25 expenditure budget by $196,123.89 over a one-year period, offset by reimbursement from the California Highway Patrol. The grant period of performance is 07/01/2024 - 06/30/2025. Non-Recurring General Fund revenues and expenditures will be increased by the full grant awarded amount, $196,123.89 in FY 2024/25. There is no local match requirement.
