(4) Adopt a resolution approving and authorizing the Executive Director to execute the Intergovernmental Housing Services Agreement with the Town of Yountville.

DISCUSSION:
Since Fiscal Year 2007-2008, the Housing Authority of the City of Napa (“Housing Authority”) has provided a variety of housing services to the City of American Canyon, City of Calistoga, City of St. Helena, and Town of Yountville (collectively, “the Cities and Town”). The Housing Authority has entered into Intergovernmental Housing Services Agreements with each respective City and the Town to provide these services. The current agreement expired on June 30, 2026, and the Cities and Town desire to enter into a new two-year agreement.
The services provided to the Cities and Town will include technical assistance related to a variety of housing functions. Outlined below are the general housing functions provided:
- Administer Section 8 Rental Assistance: 25% of the rental assistance vouchers are provided to households living in American Canyon, Calistoga, St. Helena and Yountville.
- Represent the Cities and Town on the Countywide Continuum of Care Committee and pursue funding opportunities through HUD to support the delivery of homelessness services.
- Provide technical assistance to the planning department on a variety of affordable housing issues.
- Provide technical assistance with housing grant applications and/or program implementation and reporting.
- Review affordable housing development applications and support the drafting of necessary regulatory agreements.
- Provide annual compliance monitoring of rent restrictions on at least 822 affordable housing units.
- Provide loan servicing, annual owner occupancy monitoring, and re-sale marketing, as needed, for 294 ownership affordable housing units.
Housing staff met with the respective City and Town management teams to review services provided during the previous fiscal year and to discuss the upcoming contract. The proposed agreements will each be for a term of two years beginning, July 1, 2026, and ending June 30, 2028.
FINANCIAL IMPACTS:
Revenue from these service agreements total $308,450 has been included in the Housing Authority’s Fiscal Year 2026-27 budget. Revenue totaling $318,600 for the Fiscal Year 2027-28 will be included in next year’s budget.
CEQA:
The Deputy Director has determined that the Recommended Action described in this Agenda Report is not subject to CEQA, pursuant to CEQA Guidelines Section 15060(c).
