Adopt a resolution: (1) authorizing the Public Works Director to award a construction contract to, and execute a construction contract with, WestCal Design and Build, Inc., for the Corporation Yard Electrical Repair and Upgrades project in the bid amount of $419,553; (2) authorizing the Public Works Director to approve change orders and charges for project services up to $116,955 for a total project amount not to exceed $536,508; and (3) determining that the actions authorized by this resolution are exempt from CEQA.

DISCUSSION:

The project includes installation of new underground conduit, conductors, and pull boxes to replace aging electrical service to existing buildings at the City’s Corporation Yard facility. 

 

Due to the age of the facility and deferred maintenance the electrical distribution system within the City’s Corporation Yard cannot safely provide the electrical capacity needed to operate the facility without interruption. Sections of the electrical distribution system have deteriorated and need replacement and upgrades. This project is the first phase of electrical work at the site and will address safety issues and power distribution problems associated with aging electrical infrastructure.  This current phase will bring the electrical distribution system into compliance with current code. Future phases of the electrical upgrade work will prepare the site for electric fleet vehicle charging, although that work is not included in this contract.

 

The engineer’s estimate of probable construction cost for this phase of the Project was $1,155,000.  Staff publicly bid out the Project during the month of July. On August 8, 2023, eight formal bids for construction were received.  The bid process was very competitive, and six of the eight bids came in significantly under the estimate.  All eight bids were reviewed, and staff found that there was a general grouping of item costs on the lowest submitted bids.  The differences from the estimate appear to be that the consulting electrical engineer on the project developed a conservative estimate for the work and that labor and materials availability has recently improved.

The Napa Municipal Code local businesses preference of a three percent (3%) bid reduction factor did not alter the bid results.

 

The construction budget is proposed as follows:

The contingency, contract administration, construction management, inspection costs, and geotechnical testing are estimates.  The funds can be used interchangeably between the items listed above. 

 

FINANCIAL IMPACTS:

There are no financial impacts. Sufficient funding for the Project is composed of existing appropriations for the Corporation Yard Electrical Repair and Upgrades Project (FC22PW04) adopted in the current CIP Budget.

 

CEQA:

City staff recommends that the City Council determine that the Recommended Action is exempt from CEQA pursuant to CEQA Guidelines Section 15301, which exempts the repair or minor alteration of existing structures, facilities, or mechanical equipment involving negligible or no expansion of use, and Section 15302(c), which exempts the replacement or reconstruction of existing utility systems and/or facilities involving negligible or no expansion of capacity.
