DISCUSSION:
The City owns property located along Redwood Road identified as Assessor Parcel Number (APN) 041-030-040.This is an undeveloped property located along the north side of the roadway, west of Browns Valley Road. Pacific Gas & Electric Company (PG&E) currently holds an existing easement over a portion of this property, originally acquired in 1977 and subsequently relocated within the City parcel pursuant to a recorded Easement Relocation Agreement recorded May 15, 2009 (Document No. 2009-0012309, Napa County Records). The existing easement remains in full force and effect and PG&E is requesting to extend the easement to support a safety project.
PG&E operates utility infrastructure within the area and is implementing system improvements, including the undergrounding of electrical facilities, to reduce wildfire risk and improve system reliability.
In connection with these improvements, PG&E has requested that the City grant an easement for the installation, operation, and maintenance of underground utility facilities over a portion of APN 041-030-040, adjacent to their existing easement, to support their utility undergrounding efforts. The proposed easement area consists of approximately 100 square feet and is more particularly described in Exhibit “A” (Legal Description) and depicted in Exhibit “B” (Plat Map) attached to the Easement Deed.
FINANCIAL IMPACTS:
There is no financial impact to the City of Napa anticipated as a result of the proposed action.
CEQA:
City staff recommends that the City Council determine that the Recommended Action is exempt from CEQA pursuant to CEQA Guidelines Section 15301 (minor alteration of existing facilities).
