Adopt a resolution: (1) authorizing the Public Works Director to award a construction contract to, and execute a construction contract with, Ghilotti Construction Company, Inc., for the Browns Valley Road (Robinson Lane to Laurel Street) & Laurel Street (First Street to Griggs Lane) Paving Project (33ST20PW10) in the bid amount of $1,847,191.38; (2) authorizing the Public Works Director to approve change orders and charges for project services up to $450,719 for a total contract amount not to exceed $2,297,910.38; (3) amending the Fiscal Year 2025/26 Five-Year Capital Improvement Plan as documented in Council Budget Amendment No. 3P11; and (4) determining that the actions authorized by this resolution are exempt from CEQA.

DISCUSSION:

The Browns Valley Road Rehabilitation and Laurel Street Phase 1 projects were approved as separate Measure T-funded roadway rehabilitation projects that included paving, sidewalk and curb ramp improvements, bicycle facilities, and pedestrian safety enhancements.  Construction on Laurel Street began in 2024, followed by Browns Valley Road in early 2025.

 

During construction, a waterline break occurred on a 36-inch water transmission main within the limits of the Laurel Street project.  On January 16, 2025, the City Manager determined, due to the recent increased number and severity of the breaks, the replacement of the 36” water transmission main required emergency action. 

 

To avoid damaging newly completed pavement and improvements during the emergency waterline replacement, portions of paving and related roadway work were removed from the Laurel Street and Browns Valley Road construction contracts and deferred until after the utility work was completed.

 

For Laurel Street, major concrete work was completed under the original contract and only paving and final striping remain.  Remaining work on Browns Valley Road includes curb ramps and sidewalk, a pedestrian refuge island, and installing rectangular rapid flashing beacons (RRFB) at Robinson Lane.

 

The major transmission main replacement in the affected portions of Browns Valley Road and Laurel Street is nearing completion.  The remaining roadway improvements from both projects have been combined into a single project to improve construction efficiency, consolidate mobilization and contract administration efforts, and coordinate completion of the roadway work.  As part of the recommended action, funding will be consolidated into a single project and delivered under one construction contract.

 

The engineer’s estimate of probable construction cost for the Project is $2,044,000.

 

Staff began publicly bidding the Project on March 5, 2026.  On April 1, 2026, six (6) formal bids for construction were received.  The bids were as follows:

The Napa Municipal Code local businesses preference of a three percent (3%) bid reduction factor did not alter the bid results.

The construction budget is proposed as follows:

The contingency, construction management, inspection, material testing, and engineering staff costs are estimates.  The funds can be used interchangeably between the items listed above.

 

As mentioned, for efficiency, the two projects’ scopes were combined into a single bid package and will be administered through a single construction contract.  Project funding revisions are detailed below.  The Utilities Department will support the project with up to $300,000 to cover additional costs that would not have been incurred if the two original contracts were completed as originally awarded. 

 

FINANCIAL IMPACTS:

The proposed Fiscal Year 2025/26 & 2026/27 Capital Improvement Plan amendment as documented in Council Budget Amendment No. 3P11 will revise the following project budgets to increase the Laurel Street Rehabilitation (33ST20PW10) Project’s revenues and expenditures budget by $1,500,000 from Measure T Fund Balance.  The Measure T obligation will be funded through fund balance made available by the de-obligation of remaining funds from the Browns Valley Road/First Street Rehabilitation (33ST22PW03).

 

De-Obligation:

Funds in the amount of $300,000 are available for the project in the Browns Valley Road Water Main project account (63WD22UT08) to support costs associated with completing the remaining roadway improvements under the new, combined contract.

 

CEQA:

City staff recommends that the City Council determine that the Recommended Action is exempt from CEQA pursuant to CEQA Guidelines Section 15301(c), which exempts the repair or minor alteration of existing streets, sidewalks, gutters, and similar facilities.
