Adopt a resolution: (1) approving and authorizing the Public Works Director to award a construction contract to, and execute a construction contract with, Imperial Construction & Engineering, Inc. for the Concrete Improvements - Jackson Neighborhood (Phase 1) Project in the bid amount of $298,807; (2) authorizing the Public Works Director to approve change orders and charges for the project services up to $81,880 for a total project amount not to exceed $380,687; and (3) determining that the actions authorized by this resolution are exempt from CEQA.

DISCUSSION:
The Public Works Department is undertaking a concrete improvement project in the Jackson neighborhood as part of the City’s program to maintain and enhance residential streets. This project was prioritized based on future pavement treatment plans for the area.
Work will include installing ADA-compliant curb ramps, repairing and replacing damaged concrete, and removing problem trees that impact the sidewalks and/or drainage. The project will improve pedestrian accessibility, enhance gutter flowline and drainage systems, and protect street infrastructure. These improvements will create a safer, more accessible neighborhood.
The engineer’s estimate of the probable construction cost for the Project is $340,000.
Staff publicly bid the Project from the May 7th through May 21st. On May 21, 2025, six formal bids for construction were received. The bids were as follows:

The Napa Municipal Code local businesses preference of a three percent (3%) bid reduction factor did not alter the bid results.
The construction budget is proposed as follows:
$298,807 Imperial Construction & Engineering, Inc. Contract
$29,880 Contingency for unforeseen conditions (10% of bid)
$35,000 Construction Management and Inspection
$5,000 Public Works Engineering Staff
$12,000 Materials Testing (Consultant)
$380,687 Total
The contingency, contract administration, construction management, inspection costs, and geotechnical testing are estimates. These funds can be used interchangeably between the items listed above.
FINANCIAL IMPACTS:
There are no financial impacts. Sufficient funding for the recommended action is available in the Concrete Program Budget (30230320 - PL 30SWJCKSON).
CEQA:
City staff recommends that the City Council determine that the Recommended Action is exempt from CEQA pursuant to CEQA Guidelines Section 15301(c), which exempts the repair or minor alteration of existing streets, sidewalks, gutters, and similar facilities.
