Recommendation
Adopt resolution commemorating June 2020 as Pride Month, and authorizing the City Manager to display the Rainbow Flag at City Hall during Pride Month in accordance with the Display of Flags Policy.

DISCUSSION:
In September 2019, the City Council adopted Resolution No. 2019-109, approving the Display of Flags Policy. The Display of Flags Policy establishes the procedure for the display of commemorative flags as an expression of City sentiments and requires authorization by resolution of the City Council.
The month of June is commonly recognized as Pride Month in celebration of gay, lesbian, bisexual, queer, and asexual people, plus all other sexual orientations and genders ("LGTBQ"). Pride Month has been recognized since 1970, one year after the Stonewall Uprising began in June of 1969, in New York City. Pride Month provides an opportunity to acknowledge the societal strides that have been made since Stonewall, and to continue to raise awareness and to encourage inclusiveness.
Despite advancements in equal rights, the LGBTQ community still faces discrimination, isolation and fear. LGBTQ people face higher rates of violence, sexual assault, mental illness, and are three times more likely to end their own life. Research has shown that providing support and positive affirmation of LGBTQ people greatly reduces the health disparities and mental health risks experiences by this community.
The City of Napa strives to be a community that offers equal opportunity to its residents, all of whom deserve to live with dignity and respect, free from fear and violence, and protected against discrimination, regardless of gender, gender identity, gender expression or sexual orientation.
