Recommendation

 

Adopt a resolution approving the 2022-2024 City of Napa Conflict of Interest Code, as required by the Political Reform Act.

DISCUSSION:

The Political Reform Act (Government Code Sections 81000 et seq.) requires all cities to adopt a Conflict of Interest Code identifying designated positions of City officers, officials, representatives, and employees that must publicly report specified financial information.

 

Requirements for designation to particular “Disclosure Categories” are either contained specifically in the Government Code or in the City’s Conflict of Interest Code. Biennial updates are required to reflect organizational changes such as the reorganization of departments, creation of new positions, significant changes in duties, or the deletion of job titles/classifications.

 

Both existing and newly created positions were reviewed in order to update the Code to applicable disclosure categories, and job classifications that have been eliminated over the past two years have been removed. Revisions were reviewed and submitted by City Department Heads.

 

The City’s first Conflict of Interest Code was adopted September 20, 1976 by Resolution 76-227 and has been updated every two years since that time.

The City Clerk has determined that the recommended action described in this agenda report is not subject to CEQA, pursuant to CEQA Guidelines Section 15060(c).
