Adopt a resolution: (1) authorizing the Public Works Director to award a construction contract to, and execute a construction contract with Granite Rock Company, for the Westwood Sidewalks Project in the bid amount of $1,555,334; (2) authorizing the Public Works Director to approve change orders and charges for project services up to $453,300 for a total project amount not to exceed $2,008,634; (3) approving an appropriation in the amount of $200,000 from Water CIP Fund Balance Account 531-35999 to CIP account 53160131-63WD24UT09, as documented in Budget Adjustment No. 14; and (4) determining that the actions authorized by this resolution are exempt from CEQA.

DISCUSSION:
In November 2012, the voters of Napa County approved a ½-cent sales tax increase known as Measure T to be implemented July 1, 2018. Measure T funding is to be used for paving, maintenance, reconstruction, and/or rehabilitation of streets, roads, and transportation infrastructure within the public right-of-way including but not limited to sidewalks, curb and gutters, curb ramps, lighting, traffic signage, striping, and local roadway drainage. On April 2, 2024, City Council adopted the City’s updated 5-year Measure T Work Plan which included the Westwood Sidewalks Project.
Senate Bill (SB) 1, Chapter 5, Statutes of 2017, created the Road Maintenance and Rehabilitation Program (RMRP) to address deferred maintenance on the State Highway System and the local street and road system, and the Road Maintenance and Rehabilitation Account (RMRA) for the deposit of various funds for the program. A percentage of this new RMRA funding will be apportioned by formula to eligible cities and counties pursuant to Streets and Highways Code section 2032(h) for basic road maintenance, rehabilitation, and critical safety projects on the local streets and roads system.
The Westwood Sidewalks project (SW20PW02) was added to the City’s capital improvement program to install concrete sidewalks and curb and gutter where none currently exist in the Westwood Neighborhood. This project includes construction on Westwood Avenue between Laurel Street and Chelsea Avenue. Due to right-of-way limitations, the project will install a continuous sidewalk on one side of the street only. After sidewalk installation and storm system improvements are completed, Westwood Avenue will be rehabilitated with full-depth asphalt replacement followed by striping. Similar improvements on the remainder of the interior streets will be addressed after the completion of this project.
Westwood Avenue residents are served by an existing cast iron water main that was installed in 1943. This main is nearing the end of its useful life and is partially undersized, as half the water main is 4-inch diameter pipe and the rest is 6-inch diameter pipe. This project will replace the existing 81-year-old water main with new 6-inch PVC C-900 pipe, thereby removing the constriction due to the 4-inch diameter main. Twenty-nine water meters that conflict with the subsequent sidewalk and curb installation will also be moved.
Staff in the Public Works and Utilities Departments recognized the opportunity to minimize impacts to the residents by combining the sidewalk and street work with the water main replacement project, while increasing efficiencies for the construction. The two projects were combined into one set of plans and bid together. Sidewalk and street work will be funded from Westwood Sidewalks Project (33SW20PW02) which is funded by RMRA and Measure T funds, while the watermain work will be funded from the Westwood Harrison Cornwall R&R (63WD24UT09) which is funded by the Water CIP Fund Balance.
The engineer’s estimate of probable construction cost for the Project is $1,695,406.
Staff publicly bid the Project during the end of May through June. On June 5, 2024, (2) formal bids for construction were received. The bids were as follows:

The Napa Municipal Code local businesses preference of a three percent (3%) bid reduction factor did not alter the bid results.
The construction budget is proposed as follows:

The contingency, contract administration, construction management, inspection costs, and geotechnical testing are estimates. The funds can be used interchangeably between the items listed above.
FINANCIAL IMPACTS:
Sufficient funding for the Project is composed of existing appropriations for the Westwood Sidewalks Project (33SW20PW02) adopted in the current CIP Budget and additional FY25 funds approved by Council on June 4, 2024.
Funds in the amount of $355,246 are available for the project in account the Westwood Harrison Cornwall R&R project account 53160131-63WD24UT09 as of May 31, 2024. The Utilities Department requests to increase the project’s FY24 obligation by $200,000 funded from the Water CIP Fund Balance Account 531-35999 as documented in Council Budget Amendment No. 14.
CEQA:
City staff recommends that the City Council determine that the Recommended Action is exempt from CEQA pursuant to CEQA Guidelines Section 15301(c), which exempts the repair or minor alteration of existing streets, sidewalks, gutters, and similar facilities.
