DISCUSSION:
On June 3, 2025, the Housing Authority conducted a Public Hearing to receive public comment on the Proposed Budget for Fiscal Years 2025/26 and 2026/27. The Housing Authority reviewed the proposed budget in detail at that meeting. The Proposed Budget for Fiscal Years 2025/26 and 2026/27 provides the financial plan for Housing Authority activities and programs for the next two fiscal years beginning July 1, 2025.
The majority of the programs operated by the Housing Authority of the City of Napa (HACN) are funded by the United States Department of Housing and Urban Development (HUD). The FY 2025/26 and 2026/27 Operating Budgets for the HACN are based upon staff’s analysis of previous fiscal year statistics and information from HUD related to future allocations and funding status.
The HACN budget document separates the federal Housing Assistance Program from the other activities administered by HACN. The other programs and activities operated by HACN under the Affordable Housing Development Section include Laurel Manor Senior Housing, 20% Low/Mod Housing Set-Aside Program, Local Housing Fund, the Seminary Street Office Building, and the Continuum of Care Program. The majority of HACN programs are categorical programs, which means that the funds are awarded for a specific purpose and can only be used for that purpose.
During the June 3, 2025, Public Hearing, public comment on the budget was received and discussion by Housing Authority members resulted in no requested amendments to the budget as proposed.

FINANCIAL IMPACTS:
Detailed information is included in the attached budget document. There are sufficient resources available in each fund either from anticipated revenues or a combination of anticipated revenues and fund balances. There will be no cost to the General Fund.
CEQA:
The Executive Director has determined that the Recommended Action described in this Agenda Report is not subject to CEQA, pursuant to CEQA Guidelines Section 15060(c).
