Adopt a resolution: (1) authorizing the Public Works Director to award a construction contract to, and execute a construction contract with, O.C. Jones & Sons, Inc., for the Freeway Drive Rehabilitation - First Street to Laurel Street project in the bid amount of $1,243,457; (2) authorizing the Public Works Director to approve change orders and charges for project services up to $212,346 for a total project amount not to exceed $1,455,803; and (3) determining that the actions authorized by this resolution are exempt from CEQA.

DISCUSSION:

In November 2012, the voters of Napa County approved a ½-cent sales tax increase known as Measure T to be implemented July 1, 2018.  Measure T funding is to be used for maintenance, reconstruction, and/or rehabilitation of streets, roads, and transportation infrastructure within the public right-of-way including but not limited to sidewalks, curb and gutters, curb ramps, lighting, traffic signage, striping, and local roadway drainage.  On December 21, 2021, City Council adopted the City’s updated 5-year Measure T Work Plan which included Freeway Drive Rehabilitation from First Street to Laurel Street (Project).

 

The Project consists of minor concrete sidewalk repairs and rehabilitation of the roadway with asphalt grind and base repair, overlay and striping restoration. The project will upgrade the existing bicycle facilities by providing buffers between vehicular and bicycle lanes and enhanced traffic striping in regions where vehicles may cross the bicycle lane to improve visibility and awareness. Additionally, the project will upgrade two existing traffic detection cameras, one at the intersection at Laurel Street and the other at the entrance to the Outlet mall, with Miovision Intelligent Transportation Systems. The Miovision systems offer advantage over the existing traffic detection cameras by integrating traffic detection, data collection, communication and remote operation into a single wireless system, which increases the capabilities, performance and efficiency of the system while recording and reporting traffic data in real time.

 

The engineer’s estimate of probable construction cost for the Project is $1,395,250.

 

Staff publicly bid the Project during the end of April through early May.  On May 10, 2023, two (2) formal bids for construction were received.  The bids were as follows:

The Napa Municipal Code local businesses preference of a three percent (3%) bid reduction factor did not alter the bid results.

 

The construction budget is proposed as follows:

The contingency, contract administration, construction management, inspection costs, and geotechnical testing are estimates.  The funds can be used interchangeably between the items listed above.

 

FINANCIAL IMPACTS:

Sufficient funding for the Project is composed of existing appropriations for the Freeway Drive Rehabilitation - First Street to Laurel Street (ST23PW02) adopted in the current CIP Budget. While the Miovision Systems come with an initial 2-year paid subscription, ongoing subscription costs of $2,000 per year each will need to be accounted for in future budgets.

 

CEQA:

City staff recommends that the City Council determine that the Recommended Action is exempt from CEQA pursuant to CEQA Guidelines Section 15301(c), which exempts the repair or minor alteration of existing streets, sidewalks, gutters, and similar facilities.
