Adopt a resolution (1) authorizing the Utilities Director to award and execute a construction contract after July 1, 2024, with Team Ghilotti, Inc., for construction of the Browns Valley Road Water Main Installation Project (account 53106131-63WD22UT08) in an amount not to exceed $2,957,141; (2) authorizing the Utilities Director to approve change orders in a total amount up to $592,859, for a total contract amount not to exceed $3,550,000; (3) approving an appropriation in the amount of $300,000 from Water CIP Undesignated Fund Balance account 531-35999 to CIP Project account 53160131-63WD22UT08, as documented in Council Budget Amendment No. 47; and (4) determining that the actions authorized by this resolution are exempt from CEQA.

DISCUSSION:
The Browns Valley Road Water Main Installation will replace an in-service 12-inch cast iron pipeline and 6-inch asbestos cement (AC) pipeline totaling 5,119 linear feet (LF) with a new 12-inch pipeline. This project is a planned component of the City’s Capital Improvement Program, replacing and improving existing infrastructure to maintain reliable and resilient water service. A portion of the project overlaps and is being coordinated with a Measure T Street project managed by the Public Works Department.
To mitigate risks due to highly corrosive soils and seismic activity, molecularly oriented polyvinyl chloride (PVCO) pressure pipe (referred to as C909 in American Water Works Association (AWWA) standards), was specified for this project. C909 pipe achieves the same pressure rating as PVC (AWWA Standard C900) but with a thinner wall, allowing for over 10% greater flow area and more than 40% reduced pipe weight.
During the manufacturing process, the PVC pipe stock is stretched over a mandrel to expand the pipe stock’s diameter. This process of expanding the pipe stock’s diameter orients the PVC molecules in both the hoop orientation and longitudinal orientation.
This orientation allows the PVC material to withstand greater stresses from internal pressure than it could before it was expanded. The final product becomes stronger, tougher, and more flexible than traditional PVC, providing enhanced ease of assembly while maintaining high performance in buried applications.
On April 4, 2024, the City posted an Invitation for Bids on Public Purchase. Seven responsive bids were submitted on May 20, 2024. The bid from TerraCon Constructors, Inc., for $2,508,517 was the lowest and best responsive bid. On May 23, 2024, TerraCon Constructors requested the withdrawal of their bid, citing Public Contract Code 5103. The second lowest and best responsive bid was from Team Ghilotti, Inc., for $2,957,141.
Pursuant to Chapter 2.93 of the Napa Municipal Code a local business preference affords a three percent (3%) reduction factor to the bid. There were no bidders that qualified for the local business preference.
FINANCIAL IMPACTS:
Funding for the Browns Valley Road Water Main Installation Project is provided by existing appropriations and $2,500,000 appropriations approved by City Council on June 4, 2024, with the mid-cycle budget adoption for a total of $3,500,000 effective July 1, 2024, in the Water Fund Capital Improvement Program 63WD22UT08 (53160131-70510-63WD22UT08-70510).
Upon approval, an appropriation in the amount of $300,000 from Water CIP Undesignated Fund Balance Account 531-35999 will be made as documented in Council Budget Amendment No. 47. These actions will authorize expenditures in the amount of $2,957,141, along with approximately 20% contingency for contract change orders up to $592,859 for a total contract amount not to exceed $3,550,000.
CEQA:
City staff recommends that the City Council determine that the potential environmental effects of the Recommended Action described in this Agenda Report are exempt from CEQA, pursuant to CEQA Guidelines Section 15302(c) which exempts the replacement or reconstruction of existing utility systems and/or facilities involving negligible or no expansion of capacity.
