Approve and authorize the City Manager to execute Amendment No. 1 to Agreement No. C2026-522 with Walker Consultants/Engineers Inc. for parking structure feasibility services in the increased amount of $47,605 for a total contract amount not to exceed $270,800

DISCUSSION:

Adequate and strategically located parking is critical to supporting downtown Napa’s economic vitality and long-term development goals. In response to existing parking constraints and anticipated future growth, City Council adopted a resolution (R2024-118) on November 19, 2024, authorizing a Parking Structure Feasibility Study and adjusted the Parking Development Impact Fee budget by $200,000 directing staff to commence the study.

 

On February 3, 2026, City Council approved agreement No. C2026-522 with Walker Consultants to provide evaluation of developing a new parking structure at two potential downtown locations: Lot A (including parcel numbers 003-211-006 and 003-211-010) and the Cinedome/Lot X area (including parcel numbers 003-172-009, 003-173-009, and 003-144-009). The purpose of the study is to provide City Council with sufficient technical, financial, and strategic information to determine whether and where the City should proceed with a future parking structure, and to establish a clear framework for subsequent project delivery steps.

 

The final scope of work includes two integrated components:

                     Phase 1A - Feasibility and Site Recommendation, which evaluates both potential sites through parking demand analysis, site and context review, conceptual layouts, cost comparisons, and targeted stakeholder engagement, culminating in a recommended preferred site for City Council consideration; and

 

                     Phase 1B - Preliminary Design Documents, which advances the preferred site to an early schematic level sufficient to support cost modeling, funding and financing analysis, and evaluation of future project delivery options.

 

Since initiation of the study, the City has engaged Napa County regarding its facilities planning, and the County has indicated a willingness to allow the City to evaluate the County-owned “Sullivan Lot” (including parcel numbers 003-213-010, 003-213-009, and 003-213-008) as an additional potential site for a future parking structure. The Sullivan Lot was not originally included in the scope of work due to ownership considerations; however, given the County’s recent openness, staff recommends that the site be incorporated into the feasibility analysis.

 

While the County is supportive of including the Sullivan Lot in the feasibility study, it is not committing to the sale or long-term availability of the property.

 

Amendment No. 1 to the agreement with Walker Consultants would expand Phase 1A - Feasibility and Site Recommendation to include the Sullivan Lot as a third study location. This would allow for a comprehensive comparison of three viable downtown sites under consistent technical, financial, and community evaluation criteria, while Phase 1B would continue to advance only a single preferred site.

 

The proposed amendment increases the contract amount by $47,605, for a total not-to-exceed amount of $270,800, and ensures that City Council will have a more complete set of alternatives when determining the preferred location for a future parking structure.

 

FINANCIAL IMPACTS:

Funding for the Parking Structure Feasibility Study Amendment 1 of $47,605, will come from Community Resources and Development Department Planning Professional Services.

 

CEQA:

The Community Development Director has determined that the Recommended

Action described in this Agenda Report is not in-and-of-itself a “project” (pursuant to

CEQA Guidelines Section 15378) since it does not result in a physical change in the

environment.  Staff has also determined that the Recommended Action is exempt from environmental review on a separate and independent basis pursuant to CEQA Guideline 15306 as information collection as the feasibility analysis would gather information and/or conduct a study leading to a potential action (future parking structure) that the City has not yet approved, adopted, or funded.
