Recommendation
Adopt a Resolution (1) accepting four grants from the Office of Traffic Safety, and authorizing the Chief of Police to sign the Grant Agreements; (2) authorizing revenue and expenditure budget increases in the amount of $398,930 in the Police Department’s Special Revenue Grants Fund for the Office of Traffic Safety Grant Programs for Fiscal Year 2025-2026; (3) approving and authorizing the Chief of Police to sign a service agreement with the Napa County Bicycle Coalition in an amount not to exceed $93,930 to provide pedestrian and bicycle safety in Napa County; and (4) determining that the actions authorized by this resolution are exempt from CEQA pursuant to CEQA Guideline 15060(c).

DISCUSSION:
The Police Department was recently awarded grants from the State of California Office of Traffic Safety (OTS) in the amounts of $205,000 for the Selective Traffic Enforcement Program (STEP) (attachment 2), $30,000 for the Motorcycle Safety Education and Training Program (attachment 3),$93,930 for the Pedestrian and Bicycle Safety Program (attachment 4), and $70,000 for the Predictive Data to Enhance Enforcement Efforts Program (attachment 5). The project grant period for all four grants is October 1, 2025, through September 30, 2026.
The grant funds will be used to help reduce the number of persons killed or injured in vehicle and bicycle crashes. The grant funds will help support Driving Under the Influence (DUI)/Driver’s License checkpoints, DUI saturation patrols, traffic enforcement operations, upgrading traffic collision and analysis software, support motorcycle safety courses, classroom education, community outreach, and public awareness campaigns. The grant funds will also be used for the electronic collection of stop data.
The pedestrian and bicycle safety program grant will be administered through a services agreement with the Napa County Bicycle Coalition (NCBC) (attachment 6). NCBC will use grant funds to provide instruction on pedestrian and bicycle safety countywide for all Napa County schools. These strategies and initiatives are designed to increase media attention and community awareness, which will enhance the overall deterrent effect.
The NCBC has support from law enforcement agencies and school districts across the county to provide trainings in schools. The NCBC was previously the City’s consultant to administer the OTS Grant during the previous 2024-2025 grant cycle. There are no other organizations with the required approvals, experience, or plan to deliver the education in this grant period (10/1/2025-09/30/2026).
FINANCIAL IMPACTS:
These grants positively impact the Police Department’s Special Revenue Grants Fund by increasing the Napa Police Department FY 2025/2026 revenue and expenditure budget in amount of $398,930 over a one-year period, offset by reimbursement from the State of California, Office of Traffic Safety (Exhibit A). The grant period is 10/01/2025 - 09/30/2026. The Police Department’s Special Revenue Grants Fund’s revenues and expenditures will be increased by the full grant amounts, $398,930 in FY 2025/2026, with any remaining budget at the end of the fiscal year carried forward to FY 2026/2027 for use during the remainder of the grant period. There is no local match requirement.
CEQA:
The Chief of Police has determined that the Recommended Action described in this agenda report is not subject to CEQA, pursuant to CEQA Guidelines Section 15060(c).
