Authorize the Public Works Director to execute on behalf of the City Amendment No. 6 to Agreement No. C2017-205 with Bell Products, Inc., for heating and air conditioning systems (HVAC) services, in the increased amount of $500,000 for a total contract amount not to exceed $1,450,000 and determine that the actions authorized by this item are exempt from CEQA.

DISCUSSION:

Bell Products, Inc. has successfully provided maintenance services for the HVAC systems in the City of Napa under Agreement C2017-205 since July 2017. This contract provides for the maintenance of the heating and cooling systems in City facilities. These services include regular testing and inspection and as-needed repairs on HVAC units and components at 31 locations within the City. Amendment No. 4 extended services through FY26, and increased the not to exceed amount to $950,000.  Additionally, Amendment No. 5 defined “General Repair Services,” “Unit Replacement Services” and allowed for a rate adjustment.

 

The proposed Amendment No. 6 will increase the not to exceed limit within the contract by $500,000.  This contract increase is necessary due to the age and condition of the mechanical systems within the City’s building facilities.  This Amendment will include additional capacity to address as-needed HVAC system repairs and unit replacements. This Amendment also includes the equipment and services for a temporary HVAC system for the Police Department building. The cooling tower for the Police Department building failed, requiring a temporary system be secured and utilized until the cooling tower is replaced.   

 

FINANCIAL IMPACTS:

There is no budget impact associated with the proposed action. Costs of the proposed Amendment are included in the FY25 budget adopted June 4, 2024. HVAC maintenance and repair costs are encumbered in each fiscal year’s operating budgets. The Police Department temporary cooling tower rental and installation costs are included in the Police HVAC Chiller Project (33FC20PW03) budget.

 

CEQA:

Staff recommends that the City Council determine that the Recommended Action is exempt from CEQA, pursuant to CEQA Guidelines Section 15301 (Existing Facilities) which exempts the repair, maintenance, or minor alteration of existing public or private structures, facilities, or topographical features, involving negligible or no expansion of existing or former use.
