Approve and authorize the City Manager to execute Amendment No. 1 to Agreement No. C2025-838 with Sharjo, a limited liability company doing business as ServiceMaster Restoration increasing the amount by $300,000 for a total of $600,000 for clean-up and abatement of homeless encampments within the City of Napa; and determine that this action is exempt from CEQA.

DISCUSSION:
The City of Napa conducted a Request for Proposal for homeless encampment and abatement services in November 2024. A total of 14 proposals were received and were scored by a committee of staff that will work with this program. ServiceMaster Restoration was selected as the successful respondent.
On March 24, 2025, the City of Napa entered into an agreement in the amount of $300,000 with ServiceMaster to provide homeless encampment clean-up and abatement on a weekly basis on public right of ways. Additionally, ServiceMaster is available on an as requested basis for larger coordinated efforts like the removing of fire hazards at encampments, removal of noticed encampments, and other larger scale encampment removal. The City may use ServiceMaster on other publicly owned properties or private properties and receive reimbursement for the cost under separate agreements with those other public or private property owners.
Unlike, City staff, ServiceMaster is trained and certified in the removal and disposal of hazardous materials and requests are coordinated on a work-order basis to determine the number of days, type or crew and equipment, and needs of each project. Further, the City of Napa does not have the ability to properly dispose of certain hazardous materials so the contract requires direct disposal.
This amendment increases the contract by $300,000 with services through June 30, 2027.
FINANCIAL IMPACTS:
Increasing the agreement to $600,000 is expected to cover the remainder of the FY 2025-26 Fiscal Year and through Fiscal Year 2026-27. Funds for this are provided by Measure G as an identified focus area of the City Council.
CEQA:
The Community Resources and Development Director recommends that City Council determine that the Recommended Action described in this Agenda Report is exempt from CEQA, pursuant to CEQA Guidelines Section 15301 (maintenance and minor alterations of existing facilities).
