League of California Cities (“Cal Cities”) 2026 Voting Delegate and Alternate

RECOMMENDED ACTION:
Recommendation
(1) Appoint one City Council Voting Delegate and one Alternate to the General Assembly at the 2026 League of California Cities Annual Conference & Expo; and
(2) Authorize the City’s voting delegate to vote in favor of the proposed Cal Cities resolution calling for a working group to consider a state constitutional amendment or other form of initiative to ensure final local authority over housing and land use decisions.

DISCUSSION:
The League of California Cities’ Annual Conference will be held during September 23-25, 2026. At the League’s General Assembly, scheduled on the last day of the conference, voting delegates from the state’s cities consider and act on resolutions that establish League policy.
Councilmembers Chris DeNatale and Beth Painter are scheduled to attend the conference.
To participate in the establishment of League policy, City Council must designate one voting delegate to participate in the vote. City Council may also appoint up to two alternates who may vote in the event the designated voting delegate is unavailable.
The City Clerk must provide the delegate information to the League no later than September 1, 2026.
Additionally, Cal Cities’ bylaws stipulate that each City is entitled to one vote on matters raised during the Annual Business Meeting. Cal Cities encourages each City Council to consider the proposed resolutions and to determine a city position by providing voting direction to their appointed voting delegate in advance of the Annual Business Meeting.
There is one resolution proposed for consideration, which has been included in Attachment 2 for reference. City staff, in alignment with Council’s Focus Area of Housing, recommends support of the resolution to establish a working group to consider and evaluate a state constitutional amendment or other initiative to restore local housing and land use authority.

None.
CEQA:
The City Clerk has determined that the recommended action described in this agenda report is not subject to CEQA, pursuant to CEQA Guidelines Section 15060(c).
