Reappoint incumbent, Ralph DeAmicis, to the Napa Public Access Cable TV Board, with a two-year term expiring June 30, 2027.

DISCUSSION:

COMPOSITION AND PURPOSE OF THE COMMISSION

Napa Public Access Cable Television (NPACT) is a nonprofit public benefit corporation with a purpose of operating public access television in Napa County, including noncommercial public, educational, and government television. The Napa Public Access TV Board (Board) is the decision- making body for NPACT’s policies, projects, and budgets.

Membership: The Board consists of up to thirteen (13) voting members, of which up to seven (7) shall consist of “Designated Directors”. The City of Napa, Napa Valley College, Napa Unified School District, the City of American Canyon, the Town of Yountville, the City of St. Helena, and the City of Calistoga may each appoint one (1) designated Director respectively. The City of Napa representative is appointed by the City Council.

The Board may consist of persons who as closely as possible represent the racial, ethnic, geographic, and socioeconomic diversity of the county of Napa. Further, the Board may also represent the broad base of community interests as reflected in the variety of non-profit organizations and institutions serving the County of Napa and may represent access producers and persons with knowledge and expertise, which will benefit NPACT.

Each member of the Board must be an individual member of NPACT, in good standing.

NUMBER AND TIMING OF VACANCIES INCLUDING SPECIAL QUALIFICATIONS

There is one vacancy due to the term expiration of Ralph DeAmicis effective June 30, 2025. Ralph DeAmicis applied for a sixth term.

RECRUITMENT PROCESS

The City Clerk accepted applications for the Committee from May 7, 2025 through May 30, 2025. Recruitment announcements were published on the City’s website, posted at various locations at City Hall, Human Resources, and the Community Services building, and sent to the Napa County Library, Napa Valley College, Napa Chamber of Commerce, Napa Valley Unified School District, Napa County Board of Supervisors, Napa County Administration, Napa County Hispanic Chamber of Commerce, Napa Valley Community Housing, Puertas Abiertas Community Resource Center, Leadership Napa Valley and Napa Valley Unified School District Communications Director.

APPLICATIONS RECEIVED

One application was received from Ralph DeAmicis.

Ralph DeAmicis is the incumbent applying to be appointed to a new term. He was first appointed to the Board by the City Council on April 21, 2015. A copy of the application has been provided as Attachment 1 for reference.
