Approve and authorize the City Manager to execute on behalf of the City, Amendment No. 1 to Agreement No.C2020-152 with Mark43 for the software renewal of the Napa Police Department’s law enforcement records management system for an additional 3-year term from June 29, 2026-June 28,2029, in the increased amount of $280,128 for a total contract amount not to exceed $1,854,528.

DISCUSSION:
On June 29,2020, the Napa Police Department on behalf of the City entered into Agreement No.C2020-152 with Mark43 to implement a new Records Management System (RMS) to meet the FBI’s National Incident-Based Reporting System (NIBRS) data reporting requirements.
The initial term of the agreement was for six years with a total cost of $1,574,400. During the initial 6-year term, Mark43 implemented a SaaS cloud tenant for the City to support the configuration, trained City employees in configuring the new system to support law enforcement operations, provided scripts for user acceptance testing, covered and imported existing RMS data into the new Mark43 system, trained City and County employees and administrative personnel, supported cutover from the City’s old RMS to the new Mark43 RMS, and provided maintenance and support services for the term of the agreement.
The County and City jointly selected the Mark43 RMS system in 2020. The County is currently a joint-user of the RMS system and reimburses the City in the amount of $59,516 annually for its 38.51% proportional share of use of the RMS.
It is the Police Department’s desire to continue Mark43’s RMS cloud-based software subscription service for additional three-year term starting on
June 29, 2026 - June 28, 2029, for a total additional cost not to exceed $280,128.
The Mark43 application functions have been deemed essential to the NPD’s daily operations, supports a collaborative partnership with the County, and the RMS meets the State (CIBRS) and Federal (NIBRS) reporting requirements.
FINANCIAL IMPACTS:
Budget for this Action is already adopted, and no budget changes are necessary. Funds were budgeted through the normal budget process, and this Action utilizes already appropriated funds in General Fund account 10021408-53250.
CEQA:
The Chief of Police has determined that the Recommended Action described in this Staff report is not subject to CEQA, pursuant to CEQA Guidelines Section 15060 (c).
