Adopt a resolution amending the City Classification Plan by Approving the Classification Specification Revisions for Water Distribution Supervisor in the Utilities Department.

DISCUSSION:
The Human Resources Department received a request from the Utilities Department to update the class specification of the Water Distribution Supervisor. This study was triggered as a part of a classification review in preparation for an upcoming recruitment and budget request. The classification was last updated as a part of a larger Utilities Department classification project in 2022. The position provides direct supervision, training and general direction to Water Distribution Division staff, primarily the Water Distribution Operators. There is a current need to adjust the duties of the position based on assignment, as responsibilities for customer service and program maintenance related to water distribution have shifted. The Department determined that it was necessary to update the class specification to be more reflective of their operating assignment, including requisite licensure and more specific duties based upon assignment.
Based on a review of the specification and conversations with the Department, it was determined that the Water Distribution Supervisor classification is missing important components. An updated classification specification is needed to better align with the duties of the classification and better meet operational demands.
It is recommended that the Water Distribution Supervisor classification specification be updated, including language that better reflects the potential operating assignments, respective special requirements for each assignment, and maintaining the approved classification specification format.
The classification study found that the pay of the classification is on par with the comparator market, and thus does not warrant any salary adjustment at this time.
The affected bargaining unit, Napa City Employees’ Association (NCEA), was given an opportunity to review, and agreed with staff’s recommendations.
The revised classification specification for Water Distribution Supervisor was reviewed by the Civil Service Commission at their regular meeting on February 24, 2025, and the Commission recommended Council approval.
As a result, the Human Resources Department recommends that the City adopt the modified classification specification for Water Distribution Supervisor. The effective date of the classification revision shall be the first day of the pay period following City Council approval.
FINANCIAL IMPACTS:
No additional funding is required beyond that already allocated and approved in the City budget.
CEQA:
The Human Resources Director has determined that the Recommended Action described in this Agenda Report is not subject to CEQA, pursuant to CEQA Guidelines Section 15060(c).
