Recommendation
Direct the City Clerk to transmit a letter to the Napa Valley Transportation Authority (NVTA) Board of Directors recommending the nomination of incumbent Jonathan Schellin to serve as the City of Napa representative to the Active Transportation Advisory Committee (ATAC) for a two-year term following the NVTA Board appointment.

DISCUSSION:
COMPOSITION AND PURPOSE OF THE COMMISSION:
ATAC is an Advisory Committee to the Napa Valley Transportation Authority (NVTA), to promote and encourage safe bicycling and walking to further Napa’s goal of becoming a bicycle- and pedestrian-friendly city. Nominations to the Committee are forwarded by member jurisdictions to the NVTA Board of Directors for final action and appointment.
Requirements: Members must either live or work within Napa County.
Membership: The Committee consists of eleven members: four members representing the City of Napa; two members represent the County of Napa; two members represent the City of American Canyon; and the Town of Yountville, City of St. Helena, and City of Calistoga each have one member to represent their respective jurisdictions.
Meetings: The Committee meets every other month on the 4th Monday at 5:30 p.m. in the JoAnn Busenbark Boardroom, located at 625 Burnell Street, Napa, CA
NUMBER AND TIMING OF VACANCIES INCLUDING SPECIAL QUALIFICATIONS: There is one vacancy to be filled due to the term expiration of Jonathan Schellin, effective July 31, 2025. Jonathan Schellin applied for his second term.
RECRUITMENT PROCESS:
The City Clerk accepted applications for the Committee from May 7, 2025, through May 30, 2025. Recruitment announcements were published on the City’s website, posted at various locations at City Hall, Human Resources, and the Community Services building, and sent to the Napa County Library, Napa Valley College, Napa Chamber of Commerce, Napa Valley Unified School District, Napa County Board of Supervisors, Napa County Administration, Napa County Hispanic Chamber of Commerce, Napa Valley Coalition of Non-Profit Agencies, Napa Valley Community Housing, Puertas Abiertas Community Resource Center, and Leadership Napa Valley.
APPLICATIONS RECEIVED:
One application was received from Jonathan Schellin. Jonathan Schellin is the incumbent applying to be appointed to a new term. He was first appointed to the Board by the City Council on March 16, 2022 Copy of the application has been provided as Attachment 1 for reference.

The City Clerk has determined that the recommended action described in this agenda report is not subject to CEQA Guidelines Section 15060(c).
