Authorize the Public Works Director to execute on behalf of the City Amendment No. 1 to Agreement No. C2022-543 with Syar Industries, Inc., for the purchase of asphalt and aggregate materials in the increased amount of $800,000 for a total contract amount not to exceed $4,004,000 and to extend the term of the agreement to March 31, 2024, and determine that the actions authorized by this item are exempt from CEQA.

DISCUSSION:

The Napa Neighborhood Street and Sidewalk Program (NNSSP) requires about 17,000 tons of asphalt per fiscal year. Other Street, Water, and Parks maintenance activities require asphalt and aggregate materials including approximately 7,900 tons of asphalt, 5,300 tons of aggregate base, and 1,600 tons of sand and crushed rock.

 

The Public Works Departments will develop a new solicitation for the next asphalt and aggregate materials purchase agreement with the assistance of the City Attorney’s Office. To continue the operations programs until the new solicitation process concludes, an amendment in the amount of $800,000 for aggregate materials is needed to support City maintenance needs through March 31, 2024.

 

Under Amendment No. 1, Syar Industries, Inc., would provide the services through March 31, 2024, for an additional amount of up to $800,000, increasing the total not to exceed amount to $4,004,000.

 

FINANCIAL IMPACTS:

Services costs are included in the proposed FY24 budget.  No additional budget appropriations are needed.

 

CEQA:

Staff recommends that the City Council determine that the Recommended Action described in this Agenda Report is exempt from CEQA, pursuant to CEQA Guidelines Section 15301 (Existing Facilities) which exempts the repair, maintenance, or minor alteration of existing public or private structures, facilities, or topographical features, involving negligible or no expansion of existing or former use.
