Approve and authorize the Community Resources and Development Director to issue a no-cost permit for the removal of a brick wall that poses a threat to public safety at 1010-1030 Third Street.

DISCUSSION:

The City of Napa has been engaged in a code enforcement action on 810 Brown Street. Part of the abatement involves the removal of a brick wall that exists on the adjacent property, 1010-1030 Third Street, which is owned by a different party.

 

The owner of 1010-1030 Third Street has expressed a willingness to take the necessary actions to safely remove the wall from the property to allow the work at 810 Brown Street to continue.  The property owner of 1010-1030 Third Street has requested a no-cost permit since the code enforcement action is not on their property.

 

Staff has worked on this abatement process for over a year and recommends the issuance of a no-cost permit, upon review and approval of complete permit documents. This issuance of a no cost permit will serve a public purpose and will allow for the removal of a brick wall that otherwise presents a public safety issue in Downtown Napa.

 

FINANCIAL IMPACTS:

The estimated cost of the permit is $695. The issuance of a no-cost permit would result in the City not receiving $695 in revenue.

 

CEQA:

City staff recommends that the City Council determine that the Recommended Action is exempt from CEQA Guidelines Section 15301 which exempts repair, maintenance or minor alteration of existing facilities involving no or negligible expansion of use beyond that which presently exists.
