Authorize the City Manager to execute the following amendments for the provision of meal delivery services at North Napa Center:

 

1.                     Amendment No. 1 to Agreement No. C2023-156 with Foodshed Napa Valley, LLC increasing the amount by $75,000 to $150,000;

2.                     Amendment No. 1 to Agreement No. C2023-171 with Moss and Vine Events, LLC increasing the amount by $75,000 to $175,000; and

3.                     Amendment No. 1 to Agreement No. C2023-172 with TW Finch Enterprises, dba Filippi’s Pizza Grotto, increasing the amount by $75,000 to $150,000.

DISCUSSION:

In June 2023, the City of Napa was awarded a grant from the State of California under the Encampment Resolution Fund program to increase temporary shelter space and provide services to clients in designated encampments with the goal of reducing  unsheltered homelessness in the City of Napa by transitioning clients to permanent housing opportunities.  In August 2023, the North Napa Center opened on Solano Avenue. There are currently 61 clients at the site.

 

Part of the grant includes the provision of meals via delivery service since there is no kitchen on site. The City of Napa released an informal Request for Proposal to local businesses to provide food and has created a temporary food plan for the first six months of the project or through February 2024. Staff recently released a formal Request for Proposal for food services to the extended time of the North Napa Center, and expects to bring long-term and permanent agreements to the City Council in February for operations to begin in March 2024. City staff is also working with program staff on the food services program and what works best for the staff, clients, and budget related to the program.

 

Today’s requested action authorizes the City Manager to execute amendments to the existing agreements with three local food providers to increase the total contract maximum to allow them to continue providing food services while the long-term plan is finalized. It is not anticipated that the entire contract amount will be spent; however, this provides flexibility in case of an emergency or delay in implementation of the final food services plan.

 

 

 

 

FINANCIAL IMPACTS:

These agreements are funded fully by the Encampment Resolution Fund grant received by the City of Napa. There is no impact to the General Fund.

 

CEQA:

The City Manager has determined that the Recommended Action described in this agenda report is not subject to CEQA, pursuant to CEQA guidelines Section 15060(c).
